Project Scope

This project team develops and supports the core framework functionality of the State's EDI Services and the Medicaid Web Portal application.
Clemson University's Medicaid Information Technology Services (MITS) team develops and operates systems on behalf of the South Carolina Department of Health and Human Services (SCDHHS).

Clemson's MITS team will provide project management and overall oversight for this initiative.

Position Overview

The Software Engineer will be responsible for assessing, designing, developing, supporting, and implementing the State's Member Management Replacement Project, as well as other assigned initiatives.

This role is part of a Production Support team, working under the direction of Clemson's Technical Project Manager, and focuses on support and maintenance of newly developed technologies.

The role has two primary focus areas:

  • System Design & Architecture
  • Application Development & Implementation

Daily Duties & ResponsibilitiesWeb-Based Distributed Systems Architecture & Design

  • Design, develop, and implement enterprise-level, web-based distributed systems
  • Architect solutions supporting large user populations and statewide system scope
  • Build responsive user interfaces using modern Web 2.0 technologies (e.g., AJAX)
  • Design for mobility, including smartphones and tablets
  • Develop highly available and scalable Java applications
  • Incorporate industry-standard frameworks (e.g., Spring) and service-based architectures where appropriate

Software Development Lifecycle Management

  • Apply modern web-based software development standards and best practices
  • Utilize integrated development environments (IDEs)
  • Emphasize unit testing and quality-driven development
  • Participate in the full software lifecycle:
  • Requirements analysis
  • System and application design
  • Development
  • Testing
  • Deployment
  • Collaborate with business analysts and end users to translate business needs into incremental software solutions

Communication & Collaboration

  • Work closely with:
  • Business users and analysts
  • Software engineers
  • Database architects and DBAs
  • Quality Assurance (QA) engineers
  • Systems and infrastructure teams
  • Production support staff
  • Communicate clearly and effectively across technical and non-technical stakeholders

Job Types: Contract, Temporary

Pay: $ $75.00 per hour
