The selected candidate will be eligible to work a hybrid work schedule after successfully completing an on-site introductory period (up to 4 months).

OVERVIEW:

Supports the HR Operations department's goals by ensuring integrity, responsiveness, and value-added services for all employees. Performs a wide range of Human Resource-related duties at a professional level with a focus on HR administration, compliance, policies and procedures, employee and labor relations, and onboarding, budgeting, HR data analytics, and compensation management. This role serves as a key point of contact for employees, supervisors, and managers, ensuring that HR policies and procedures are applied consistently and aligned with organizational goals.

HR Administration and Compliance:

  • Maintains employee records in HRIS and ensures data accuracy/integrit
  • Ensures policies and process compliance with federal, state, and local labor law
  • Assist with audits, reports, and HR data analytics
  • Collects and compiles budget data to assist in the development of labor, staffing, and departmental budgets and tracks on an ongoing basis
  • Recognizes and maintains respectful confidentiality and integrity of sensitive human resources information and records
  • Maintains affirmative action program, files EEO-1 report annually, maintains other records, reports, and logs to conform to EEO regulations
  • Creates forms in Word, Acrobat, Excel that can stand alone or be integrated into an HRIS document management system

Policies and Procedures:

  • Assists in developing, updating, and communicating HR policies and procedures
  • Ensure consistent application of company policies and procedures

Employee Relations:

  • Serve as a trusted resource for employee inquiries and concerns
  • Assist in resolving employee relations issues and workplace conflicts
  • Support disciplinary actions and performance improvement plans

Onboarding:

  • Facilitate new hire onboarding and orientation programs

Compensation Management:

  • Support payroll processes, compensation reviews, and compensation projects

Performs other related duties as required or assigned for the effective operation of the department

EDUCATION AND EXPERIENCE:

  • A bachelor's degree in Human Resources, Business Administration, or a related field is required
  • 3+ years of Generalist experience in an organization with at least 200 people is required
  • SHRM or HRCI certification preferred
  • Experience in a union environment is highly preferred

KNOWLEDGE, SKILLS & ABILITIES:

  • Strong knowledge of HR best practices and VA State employment laws
  • Interpersonal and Emotional Intelligence – skills in empathy, relationship management, conflict resolution, and team collaboration fostering trust and engagement within the workforce
  • Communication Skills – strong verbal, written, and cross-cultural communication, along with active listening is essential for interacting with employees, managers, and leadership effectively
  • High level of confidentiality and professionalism
  • Organizational Skills and Project Management – managing multiple HR projects, coordinating initiatives, and maintaining accurate records are critical for departmental efficiency
  • Proficiency using an HRIS
  • Adaptability and Proactivity – must be able to anticipate challenges, adapt to changing business needs, and proactively implement HR solutions
  • MS Office with high proficiency in Excel, PowerPoint, and Outlook
  • Ability to function independently in a multi-task environment, as well as part of a team
