Program Manager II position manages program(s) and associated staff that directly impact departments and policies countywide. Incumbents are expected to handle considerable complexity in program budget process and management, with high visibility or impact on significant operations within the County. Incumbents forecast, plan, develop and implement strategies and programs to accomplish goals, priorities and objectives including managing department resources; developing, interpreting, monitoring, adjusting and implementing policies and procedures; and managing daily operations.
The Program Manager II role requires advanced expertise in broadly evaluating options, presenting plans, and uniting others in support of programs critical to the goals and objectives to ensure department's success and protect public health.
Program Manager II positions provide management services over a division/section/unit and serve as a management team leader, providing supervision and direction. Incumbents represent the department at various events such as meetings, hearings, training, and bid openings; ensure that department goals, views and positions are served; respond to the most sensitive inquiries and complaints; and resolve operational and policy issues. Sensitivity to community awareness and handling a political environment tactfully is a function of all Program Manager positions.
Reporting to the Environmental Public Health Director, the ERPP Manager II ensures the quality, effectiveness, and equitability of Environmental Public Health programs to maintain and improve health outcomes for Clark County residents and visitors. Work is performed in concert with the other ERPP and Environmental Public Health Program Managers to ensure consistency, work unit cross collaboration, strategic program development, innovative service delivery and continuous quality improvement as well as effective application of policies and regulations across all programs.
This position offers a remote hybrid work schedule, however, the candidate selected MUST reside in either Washington or Oregon. No exceptions.Qualifications
Education and Experience:
• Bachelor's degree or Master's Degree in public health, environmental science, environmental health or other relatable field.
• Experience working with the public or customers explaining environmental or health protection requirements. At least five (5) years of related experience including supervision, or a combination of education, experience and training that demonstrates the ability to perform the work.
• Registration as a Sanitarian is preferred but not required.
