Department Information
This position is only open to Colorado state residents.
New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

Description Of Job
About the Work Unit
This work unit is to maintain, preserve and improve the functional integrity of the Transportation System in the Denver Metro Area, to protect the public health, safety and welfare, to manage Access to the State and Federal highway system, to manage Utility placement within highway right-of-way, and to manage Roadside Advertising.

About The Position
The Colorado Department of Transportation (CDOT) has a vacancy for an Access & Permit Inspector in our Denver location. This position inspects construction projects for State Highway Access Projects and Utility and Special Use Projects in accordance with Section

  • of the Colorado Revised Statutes and the State Highway Access Code (CRS and the Utility Accommodation Code (
  • 2 C.C.R managing multiple projects.

Your duties and responsibilities
will include, but are not limited to, the following:

  • Oversee assigned construction permits and/or monitor consultant's construction management of transportation projects.
  • Evaluate change orders for added work and/or differing site conditions, reviewing and accepting traffic control plans, storm water management plans, and reviewing working and shop drawings based on sound engineering principles.
  • Inspect materials installed, monitor schedules, track project expenditures, document materials, and produce daily documentation.
  • Certify that contractor work is in conformance with construction plans, and specifications.
  • Perform site investigation and inspections of public and private properties along State Highways.
  • Review methods for handling traffic through work zones and inspect traffic control devices for compliance to plans.
  • Inspect and document utility and access projects upon completion for final acceptance.
  • Review plans and specifications to make decisions regarding phasing, constructability, standard designs, tabulations, specifications, etc., all incorporated in the permit document packages for state highways and bridges.
  • Provide technical guidance and makes recommendations regarding permitting.
  • Authorize and administer permits and define the responsibilities of the permittee through terms and conditions.
  • Assist with administering Outdoor Advertising (OA) rules and regulations. Document any advertisement observed that is inappropriately placed in CDOT ROW.
  • Other job duties as assigned

Work Environment

  • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
  • Approximately 60% spent in the field, 40% spent in the office
  • Travel required during work hours throughout Metro Denver/Front Range
  • Occasional overnight travel 1-3 times a year throughout Colorado
  • Exposure to hot, cold, wet, humid, or windy conditions caused by weather
  • Required to operate CDOT vehicles
  • Opportunity to bring a CDOT home in order to respond quickly to urgent situations

Experience Only

  • High School Diploma or General Education Diploma (GED)
  • AND at least six years of work experience with a primary focus in any combination of the following: assisting in the design of construction plans, monitoring construction projects by conducting materials testing, project inspection, and documentation.

Education And/or Experience
A combination of relevant education and experience equal to at least 6 years:

  • Education from an accredited college or university with coursework in construction management, engineering, engineering technology mathematics, physical sciences or another field of study related to the duties of this position will be considered.
  • E xperience with a primary focus in any combination of the following: assisting in the design of construction plans, monitoring construction projects by conducting materials testing, project inspection, and documentation will be considered.

  • A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.
  • As a critical position, required to respond to emergency situations, which typically happens a few times per week.

  • Years of State service experience related to the duties of this position.
  • Highest work/personal ethics and integrity.
  • Knowledge and experience with transportation engineering design and/or construction.
  • Knowledge and understanding of access and utility permitting and relevant federal, state and local laws and regulations.
  • Knowledge and experience with CDOT Standard Specifications for Road and Bridge Construction, CDOT Construction Manual, CDOT M&S Standard plans, and the CDOT Field Materials Manual.
  • Familiarity with Colorado Revised Statute, State Highway Access Code ( ), and Model Traffic Code ( .
  • Familiarity with understanding how Outdoor Advertising affects the safety of the traveling public ( ).
  • Experience with reading engineering plan sets and other pre-construction documents.
  • Proven ability to manage multiple assignments, priorities, and projects in a demanding environment.
  • Ability to work under tight deadlines and be adaptable to changing assignments.
  • Ability to partner with a wide variety of stakeholders with sensitivity to their needs, priorities, and commitments in situations which may be politically sensitive.
  • Excellent customer service, interpersonal, and relationship building skills.
  • Strong time and project management skills, including prioritization and multi-tasking ability.
