Shift Work Required: No Duties and Responsibilities:
Reporting to the Executive Director of Operations/Deputy City Engineer is responsible for:
- Corporate fleet management, ensuring the efficient and cost-effective acquisition, maintenance, repair and refurbishment of vehicles and special equipment.
- Ensures budget control and monitoring as well as implementation of innovative methods of improving productivity.
- Plans, directs and coordinates the activities of the Fleet Division, including budgetary and personnel matters.
- Ensures, through the supervisors, and other assigned staff, an appropriate fleet management plan is formulated and carried out.
- Investigates, develops, implements productivity and service enhancement strategies.
- Oversees work activities undertaken by both corporate staff and contractors. Ensures facilities and equipment are maintained to appropriate standards. Reviews and keep appropriate records to ensure their integrity.
- Researches and prepares reports and correspondence.
- Directly communicates with Municipal official's representatives of other agencies and the public.
- Manages staff, including recruitment, discipline, WSIB, Health & Safety, lost-time and performance reviews, and training and development within various facilities and Collective Agreements.
- Ensures staff familiarity with federal/provincial safety legislation and corporate safety policies and procedures.
- Maintain amiable relations with our customers, the public and fellow staff. Replaces other Managers as necessary.
- Will perform Occupational Health and Safety duties as outlined in the Corporation's Health and Safety Program.
- Will perform other related duties as required.
- Must have a Master's Degree in Engineering or Business or related field or Ontario Ministry of Education equivalency and a minimum of four (4) year's experience in an operations/technical environment.
- OR Must have a University Degree in Engineering or Business or related field or Ontario Ministry of Education equivalency and a minimum of six (6) year's experience in an operations/technical environment.
- OR Must have a post secondary Community College diploma in Engineering or Business or related field or Ontario Ministry of Education equivalency and over ten (10) year's experience in an operations/technical environment;
- Must have the ability to travel to offsite locations in a timely and expedient manner as required. If method of travel is by vehicle a current valid and lawful Driver's License is required in accordance with the Highway Traffic Act and must provide a driver's abstract as a condition of employment;
- Must have progressively responsible municipal or related experience in fleet management.
- Must have extensive Labour/management experience in a union setting;
- Must have proven experience in contract administration, budget control and monitoring, and personnel supervision, in a computerized and unionized environment;
- Must have the ability to analyze and resolve complex technical and operational issues;
- Must have proven technical communication and interpersonal skills;
- Must have thorough knowledge of appropriate safety, labour, and construction acts and codes, and other relevant federal and provincial legislation;
- One or more of the following certificate of qualification will be considered an asset: Truck and Coach Technician, Automotive Service Technician, Auto Body and Collision Damage Repair;
- Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with the work;
- Will be required to complete and remain current as per the requirements of the Corporation's Management Certificate Program;
- Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
- May be required to lift up to 10 lbs
- The physical demand analysis associated with this job indicates a sedentary level of work.
