About this Role:
Under the direction of an Information Technology (IT) Manager, the IT Specialist I will perform routine analytical and technical support tasks with a high degree of technical versatility and broad industry knowledge for the Medi-Cal Enterprise Systems Modernization Division (MESMD). The work performed falls within the domains of Business Technology Management, Client Services, and Software Engineering. The IT Specialist I will manage user accounts and technical inventory. Independently resolve user incidents and requests. Ensure that software/hardware adheres to organizational enterprise architecture, ensuring secure, reliable, and accessible solutions that are in compliance with the Department's security policies. Develop, test, maintain, and deploy Software as a Service (SaaS) products. Configure and/or modify software programs; perform data import and export activities. Monitor IT systems to ensure their integrity and modify the system as needed to meet performance requirements. Troubleshoot routine issues; track software licensing; support administration of development tools; may install and/or repair hardware, or peripheral equipment; and perform other related activities.

ETS delivers customer service by providing a secure, reliable IT environment to support the program and administrative objectives of the Department of Health Care Services (DHCS), the Health and Human Services Agency, Office of Health Information Integrity, and Office of the Patient Advocate. The SOQ must be typed, no more than two pages (2) in length and 12-point Arial font. The SOQ must address the following:
- Describe your experience supporting or administering development tools or pipelines (e.g., Git, CI/CD systems, artifact repositories, or automation tools). Include a specific example of an issue you diagnosed and resolved, and the steps you took to solve it.
- Explain your experience working with Atlassian tools, such as Jira or Confluence. Describe a configuration, workflow update, integration, or administrative task you completed, what problem it solved, and how you ensured it met user needs.
- Describe a time you had to learn a new tool or technology quickly to support a project. What was your approach, and how did you apply the new knowledge to your work?
Candidates who do not complete and submit an SOQ may not be considered for this position.
