About this role:

We are looking for a bilingual Human Resources Manager to work from our administrative office located in Spring Valley, CA under the direction of the President. In this position, the Human Resources Manager is responsible for overseeing all essential functions of the Human Resources department. The manager is accountable for developing, implementing, maintaining, and leading all human resources activities to ensure they align with Casper Company's mission, vision, values, and strategic goals.

This role functions as the Human Resources Leader across all levels of the organization, serving as a credible and trusted advisor. It provides solutions, recommendations, and guidance aimed at enhancing operational effectiveness and driving improved business outcomes. The Human Resources division includes recruitment, employee accommodation, employee relations, performance management, benefits, compensation, training and development, and leaves of absence..

The Human Resources Manager demonstrates proactive leadership by fostering innovation and teamwork, thereby enhancing the workplace for our dedicated Casper team. This role requires exceptional bilingual communication skills in both English and Spanish, as well as a proven ability to mobilize teams effectively. The Human Resources Manager acts as a collaborative facilitator, skilled in innovative problem-solving and driving operational improvements.

Essential Functions:

Some of the essential functions of this position are:

  • The Human Resources Manager utilizes a range of hard and soft skills to enhance the organization's human resources strategies and achieve their objectives. A successful Manager possesses various skills and qualifications that include:
  • Assume management responsibility for assigned services and activities of the Human Resources Division, including recruitment, selection, classification, compensation, safety, employee benefits administration, employee relations, training, I-9, and ADA compliance.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
  • Create comprehensive matrix reports that highlight key areas in human resources, such as hiring and turnover rates, along with other important metrics to help gain valuable insights for management to make informed decisions.
  • As the administrator of the benefits program and its compliance, direct the administration of employee benefits, including 401K, health, dental, life, disability, and voluntary, and any other employer benefits.
  • Serve to ensure compliance with Americans with Disabilities Act regulations.
  • Oversee and participate in conducting job analysis, classification, and compensation studies; recommend modifications to the company's classification plan; prepare written documentation to support recommendations.
  • Consult with department heads regarding human resource policies and procedures, labor agreements, disciplinary procedures, and due process requirements; assist staff in responding to grievances and participating in hearings.
  • Participate in investigating allegations of sexual harassment, discrimination, or unfair treatment; respond to equal employment opportunity complaints; develop written conclusions or recommendations.
  • Guide, coach, and develop the HR team members in partnering with assigned business leaders and Managers across all organizational levels on people matters, including but not limited to job leveling, talent management, performance improvement initiatives, talent assessment, retention management, and succession planning.
  • Lead the Human Resources Division while collaborating with other divisions, departments, and outside agencies to negotiate and resolve sensitive and controversial issues.
  • Oversee the employee badging process to ensure compliance with job requirements.
  • Ensure legal compliance with all applicable local, state, and federal employment laws/regulations, including but not limited to OSHA, FLSA, FMLA, and ADA, to minimize risk/exposure to the Company.
  • Ensures training courses are scheduled and maintains a tracker for annual inspections.
  • Ensures proper maintenance of employee data and enters all employee-related changes, such as but not limited to name, address, pay, status, benefits, department changes/transfers, etc.
  • Ensure the effectiveness of processes such as recruitment, onboarding, offboarding, performance, work boots, etc.
  • Ensures that all HR processes are documented and current.
  • May travel to jobsites for HR related matters.
  • Any additional duties as assigned by the President.

What you'll need:

  • Demonstrating a profound understanding of human resources best practices, the Human Resources Manager brings a strategic mindset to align HR initiatives seamlessly with organizational goals. Proficient interpretation and implementation of employment laws and regulations are essential for ensuring compliance and effectively mitigating risks; therefore, the following is required:
  • Excellent judgment and problem-solving skills.
  • Strong knowledge of all the processes within the scope of responsibility of the Human Resources division.
  • Excellent verbal and written communication skills in both English and Spanish.
  • Strong understanding of HR best practices and current regulations.
  • A customer-focused outlook with a high level of discretion and professionalism.
  • Cultural awareness and excellent interpersonal skills.
  • Experience in the implementation of software and processes is a plus.

Training & Education

Additional training and education requirements:

  • Bachelor's degree, preferably in HR, Communication, Management, or a related field. A Master's degree is highly desirable
  • PHR/SPHR are preferred.
  • Minimum of 10 years' experience as an HR Specialist, HR Manager, or Sr. HR Manager.
  • Strong knowledge and experience of California Labor Laws and employment-related regulations.
  • Knowledge and experience in payroll processing is a plus; a clear understanding of wage and hour laws is a must.
  • Experience in the Construction Industry is a plus.

Other Requirements:

This position is a full in office position, and not a hybrid position.
