Job Summary
The Director of Contracts plans, develops, directs, establishes, and implements policies, procedures, and objectives of the contract administration function in accordance with objectives of the organization. The Director of Contracts will lead Elbit Systems of America Business Unit Teams in the preparation and negotiation of both prime and sub-tier contracts, including the development of special provisions while providing necessary direction to unit managers concerning the hand-over of completed contract packages. Provides ESA Management with sound contractual advice for the Program and ensure contractual requirements and risks are communicated to the Business Unit/Program Management teams.

Responsibilities And Tasks

  • Confers with organization officials to plan business objectives, to develop organizational policies related to contract administration, and to coordinate the contract administration function
  • Directs contract administration operations involving contracts for purchase or sale of equipment, materials, products, or services and may direct those who estimate expenditures expected and submits to management
  • Oversees contract preparation by managing and leading the negotiation of all standard and nonstandard contracts
  • Directs the review of bids from other firms for conformity to contract requirements and determines acceptable bids
  • Develops and directs the negotiations of contracts with customer or bidder
  • Directs the analysis of contracts and past operations, trends and costs, estimated and realized revenues, administrative commitments, and obligations incurred
  • Directs the development, installation, and maintenance of contract tracking that provide control of expenditures made to carry out activities, such as advertising and marketing, production and labor, maintenance, or project activities, such as construction of buildings
  • Advises management regarding contractual rights, obligations, and other contractual matters, such as effective use of resources and legal issues.
  • Interprets contracts, accounts, and records to management.
  • Directs activities concerned with amendments to or extensions of contracts
  • Provides input as required to support the preparation of proposal review/briefing packages to EFW management
  • Manages price/cost proposal preparation and approval for multiple business units
  • Lead contract negotiation and customer contract activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, customer specifications based on ESA management direction and objectives
  • Participate and support development of overall objectives and long-range goals of the organization
  • The successful candidate must have excellent interpersonal skills and maintain frequent contact and favorable relationships with all levels of personnel within ESA, as well as industry peers and customer representatives
  • Must have extensive knowledge of FAR flow downs and certification policies
  • Manages and leads the negotiation of all standard and nonstandard contracts
  • Ensures timely contract execution by the parties and final contract documents are consistent with agreements reached at negotiations
  • Other related duties as assigned by supervisor

Education, Experience & License Or Certification

  • Bachelor's degree is required
  • 10+ years of functional (using skill set) experience is required
  • 3-5 years of management experience is required
  • 5-10 years of industry experience is required
  • Training Pre-requisites (Within One Year of Taking Position):

  • ESD

  • Safety Training, as dictated by Safety Department

Skills And Abilities

  • Contract processing experience
  • Understands and can apply appropriate contract language
  • Understanding of the contract commitments
  • Ability to resolve issues between ESA and Customer
  • Must have excellent interpersonal skills maintaining frequent contact and favorable relationships with all levels of personnel within ESA
