This class reports directly to either the City Engineer or the Assistant City Engineer and supervises the work of Civil Engineering Assistants, Civil Engineering Technicians and Public Works Inspectors.
IDEAL CANDIDATE Is Someone Who
- Has considerable knowledge of the materials, methods and techniques in the design and construction of civil engineering projects;
- Has knowledge of applicable laws, regulations, ordinances, codes and engineering standards pertaining to the design and construction of public works projects;
- Can review and analyze architectural and engineering work of consulting firms and provide architectural and/or engineering design or related services;
- Has the ability to effectively utilize computer applications, including the latest version of AutoCAD, Bluebeam, and GIS;
- Can effectively negotiate contracts, obtain permits, establish budget and maintain schedules;
- Communicates effectively both verbally and in writing;
- Can represent the City in meetings and presentations to various groups, including community groups, other governmental agencies, and the public;
- Has skill in applying engineering knowledge to solve problems and can carry through assignments with independence;
- Thrives in a team environment that encourages communication, teamwork, respect, integrity, and professionalism.

EDUCATION, TRAINING, And EXPERIENCE
- Education equivalent to a Bachelor's Degree from an accredited College or University in Civil Engineering and/or registration in the State of California as a Civil Engineer;
- A minimum of four years of progressively responsible experience in public works, civil engineering design, and administration;
- At least one year of supervisory experience.
LICENSE and CERTIFICATIONS
- Possession of a valid Class "C" California motor vehicle operator's license is required at the time of appointment and as a continuing condition of employment.
- Possession of a valid Certificate of Registration as a Professional Civil Engineer from the State of California is desirable.
KNOWLEDGE, SKILLS, And ABILITIES
Knowledge of:
Civil Engineering principles and practices relating to public works facilities; methods of design, construction and maintenance of buildings, streets, roads, sewers, storm drains, water distribution systems and related facilities; the properties and uses of construction materials; specifications writing; Federal and State funding requirements (e.g., Intermodal Surface Transportation Enhancement Act, State-Local Transportation Partnership Program, Proposition A & C, SB821); State and local laws relating to public works and utilities construction and maintenance; personnel management techniques; computers and Computer Assisted Drafting (CAD) in Civil Engineering.
Skills and Abilities
: Ability to do difficult engineering work in the design, construction, maintenance, and repair of public works facilities; perform technical research work and make detailed analysis; assign and supervise the work of office and field personnel; establish and maintain effective relationships with superiors and subordinates.
