About this Role:
Under the broad administrative and policy direction of the Medi-Cal Enterprise Systems Modernization Division Chief, Enterprise Technology Services (ETS), the incumbent serves as the Modernization Development Branch Chief. The Incumbent will manage and lead Engineering Teams in the Development, Security and Operations (DevSecOps) in an agile and cloud environment. This position will provide the highest-level expertise by leading, managing, and coordinating MESMD agile or digital projects. This position will act as Technical Product Manager as part of Agile team and lead/participate in all scrum activities (i.e., sprint events, user story creation, user story acceptance, etc.). This position will manage, lead, and coordinate with designated DHCS representatives, Contractors, and Third-Party vendors to develop product roadmaps, backlogs, and measurable success criteria; and participate in all activities related to releases, incidents, and defects, continuous integration/deployment, system monitoring to make sure security is a continuous part of the process.
The incumbent plays a pivotal leadership role in ensuring that legacy data platforms remain stable and responsive to the evolving needs of the Department and its stakeholders. This includes managing system maintenance, responding to change requests, handling "keep-the-lights-on" activities, and coordinating enhancements or data fixes.
Working closely with the Factory and Engineering Branch Chief, the ITM II will also coordinate efforts to guide and support modernization initiatives aimed at evolving the current legacy data warehouse into a more scalable, efficient, and modern architecture. The incumbent will provide strategic input on transition planning, support dual operations during transformation efforts, and help ensure service continuity during platform changes.

- Explain how you have built and led high-performing engineering teams across multiple disciplines (e.g., developers, SREs, security, contractors). How do you ensure clarity, accountability, and continuous improvement across teams that rely on your platform?
