Job Summary:
The Public Works Supply Chain Technician is responsible for all elements of maintaining parts and materials supplies for the City's Water and Wastewater utilities. This role involves aspects of warehouse operations, inventory control, supply chain and purchasing. It performs these functions across multiple warehouses and storage facilities around the City. It interfaces heavily with maintenance and operations staff supporting the above noted utility operations. It is attached to the Asset Management Team in Public Works, and the role is a mix of directed and independent work. Working in both office and field environments, this role is integral to the success of the City in delivering utility service to its customers.
Essential Duties & Responsibilities:
- Inventory Management:
- Order, stock, maintain/monitor parts and supplies at required levels;
- Conduct routine accountability checks and audits to ensure integrity of stock;
- Analyze and recommend improvements, alternative materials, cost effective solutions to leadership;
- Maintain records, documentation and processes to facilitate efficient tracking and reporting;
- Manage obsolescence and disposition of inventory in accordance with policies;
- Supply Chain:
- Coordinate with Utilities, Users, Vendors to ensure adequate supply, costing, lead-times and terms are satisfactory to maintain utility operations;
- Liaise with suppliers and vendors to track orders, resolve issues and ensure timely delivery of materials;
- Warehouse Operations:
- Receive and inspect shipments, ensure documentation is in order, process returns;
- Ensure proper storage according to established procedures;
- Maintain a safe, clean and organized space that adheres to all fire, safety and health code requirements;
- Purchasing/Buying:
- Prepare/Process orders, purchase orders, requisitions, solicitations;
- Negotiate terms (contracts, pricing, delivery schedules & methods);
- Process Improvement:
- Assist in the development and implementation of procedures to improve efficiency and accuracy in supply chain and inventory;
- Problem Solving: Identify and resolve discrepancies, backorders, and other issues related to inventory and orders;
- Training of staff regarding processes or procedures related to supply chain, inventory or warehouse operations;
- Follow all City policies and procedures;
- Perform other duties as assigned.
Job Specifications:
- High school diploma
- Previous experience in supply chain, logistics or inventory management, 3+ years preferred;
- Asset Management experience preferred.
Knowledge, Skills & Abilities:
- Proficiency with inventory management software and Microsoft Office Suite, particularly Excel
- Proficiency in customer/supplier relationships, negotiating and establishing business terms
- Strong organizational skills including time management and multitasking
- Strong communication skills: ability to comprehend and explain both individually and with a team, professionally, diplomatically with a high level of respect and integrity
- Strong attention to detail; a high level of accuracy in record keeping and inventory management
- Excellent verbal and written skills
- Ability to function under direction and independently as conditions dictate
- Knowledge of generally accepted inventory management processes and procedures (e.g. APICS and ASCM)
- Knowledge of generally accepted procedures related to warehouse operations
- Knowledge of generally accepted procedures related to supply chain management
- Knowledge of generally accepted procedures related to purchasing or buying
- Ability to make sound decisions, recommendations and collaborate
- Ability to meet the physical requirements of the position
Licensing and Certification:
- Must hold valid State of Idaho driver's license and have a good driving record;
- Must hold or be able to obtain within 12 months of hire, Forklift operation and Pallet Jack Certifications.
Work Environment and Physical Demands:
- Working hours generally, M-F 7:30am – 4:30pm, subject to change per department needs;
- Work is performed in an office, warehouse and outdoor environments with moderate noise level;
- Ability to lift and carry objects weighing 25-50 lbs.;
- Walking, standing and sitting for extended periods of time;
- Climbing and bending at the waist, kneeling, reaching, pushing, pulling;
- Reaching overhead, above the shoulders and horizontally;
- Dexterity of hands and fingers to stock parts and operate tools & equipment;
- Constantly requires clarity of speech and hearing;
- Requires clear vision to read printed materials and computer screen to accomplish work.
Travel Requirements
- Local travel is frequently required, often using City vehicle.
