The Capital Projects Group is seeking a Project Manager – Owner's Representative (Alliance Civil Works) for its Lakeshore Project Delivery division. This role provides owner-side leadership, governance, and administration for complex civil infrastructure transit projects delivered under Alliance and progressive delivery models.
The Project Manager acts as the Owner's Representative, administering Metrolinx's obligations and delegated authorities under Alliance Agreements and serving as the primary interface with the Alliance Leadership Team (ALT). The role provides owner-side leadership, governance, and commercial oversight for complex infrastructure projects delivered using progressive and collaborative delivery models. 


What will I be doing?
  • Manage multiple complex projects being delivered under Progressive Delivery Models from planning through commissioning and close-out, in alignment with approved scope, budget, schedule, quality, and risk commitments.
  • Act on behalf of Metrolinx as the Owner's Representative under Alliance Agreements, administering Owner obligations in its capacity as client.
  • Serve as the primary operational interface with the Alliance Leadership Team, including participation in governance and decision-making forums.
  • Facilitate Alliance Participants' access to Owner documentation defining design, construction, and documentation requirements.
  • Administer and issue written directions for scope changes in accordance with Alliance contractual mechanisms.
  • Administer Owner-side financial obligations, including payments for Actual Costs, Gainshare, and Performance Reward Amounts, in accordance with the Agreement.
  • Liaise with the Alliance Auditor and internal Commercial, Finance, and Legal teams to ensure value-for-money, transparency, and contractual compliance.
  • Administer performance security where required, including performance bonds and other contractual securities.
  • Coordinate effectively with internal and external stakeholders, including Alliance teams, Capital Projects Group teams, other Metrolinx departments, municipalities, third parties, and railways.
  • Manage all aspects of project scope, including the preparation of reports and administration of agreements governing the engagement of consultants, suppliers, and contractors.
  • Review and assess engineering, construction, and contingency costs, and forecast timelines and funding expenditures, including project and financial reporting using appropriate management systems.

What Skills and Qualifications Do I Need?
  • University degree in Engineering, Architecture, or a related discipline, or an equivalent combination of education, training, and experience.
  • Project Management Professional (PMP), Professional Engineer (P.Eng.), or Licensed Architect (OAA) designation is considered an asset.
  • Demonstrated experience delivering large-scale, complex infrastructure projects, from planning through design, construction, commissioning, and close-out.
  • Experience working with Alliance, Progressive Design-Build, Joint Venture, or Construction Manager at Risk delivery models is considered an asset.
  • Strong knowledge of procurement and contracting processes, including progressive delivery models, with the ability to identify opportunities for efficiency, cost control, and value-for-money.
  • Demonstrated project management skills to manage complex projects under pressure while meeting schedule, budget, quality, and safety requirements.
  • Experience in transit facilities, heavy rail infrastructure, bridges, structures, or linear infrastructure projects is considered an asset.
  • Knowledge of contract law, the Occupational Health and Safety Act, and construction standards and procedures applicable to an operating railway environment.
  • Strong interpersonal, oral, and written reporting skills, with the ability to liaise effectively with stakeholders at all organizational levels and on construction sites.
  • Valid Ontario Class G driver's license, with the ability to travel to various site locations and maintain a satisfactory driving record.
