Compensation:

Position Summary & Responsibilities
Position Summary:
The Human Resources (HR) Data Analyst position (K will develop (HR) database in fields of recruitment, workforce development, PHIG Grant, benefits, training, payroll, and any other human resource area not yet specified. Employee will be required to develop and interpret datasets within the above mentioned human resources functions, and be able to clearly report out on findings within these HR dataset areas. Data reports will be required to be completed on a monthly or quarterly basis and will use data visualization techniques for presentation to HR staff within KDHE, management, and other government/non-government/ other entities as required and directed by HR Director. Employee will be required to have a basic knowledge of "data cleansing" techniques that will be used to clean up datasets gathered above, and present datasets for presentation. Employee will need to have a basic knowledge of Microsoft Excel and statistics and other tools.
Data collection and centralization will be an essential part of employee's position. Data collection may come from surveys, emails, excel spreadsheets, teams, recruitment entities, and other data collection areas as directed by HR Director and Deputy HR Director and the other HR Managers.
The database development, collection, interpretation, and presentation are inclusive but not limited to the database development requirements listed above. At any time other data development, collection, interpretation, and presentation methods, along with any other necessities for HR analytics development within KDHE may be added and/or incorporated into this role for the employee.
Job Responsibilities may include but are not limited to the following:
Lead research and the development of a research database within the fields of recruitment, workforce development, PHIG Grant, benefits, training, payroll, and any other human resource area not yet specified. Employee will be required to develop and implement a research database that may include research on: retention/termination, hiring practices, effective training programs in various KDHE fields, pay equity, health equity, recruitment pipelines, comparative benefit programs between state organizations, network building, partnership development between government, non-government, and other organizations as directed, future HR growth within state government, capacity building (including career path modeling), Federal HR programs as applicable to the state of Kansas, FMLA, ADA, Employment related laws and regulations, Human Resource Trends, and any other topic/research idea/etc. as directed by HR leadership. These research assignments may include daily, weekly, monthly, quarterly, biannual, and annual research projects with set deadlines, that will be necessary for HR to effectively run its operations. Employee will need to have a proficient understanding of Microsoft word and excel, SHARP and Tableau, in case graphs are required to accompany research as is directed by HR Leadership. Develop a robust reporting process to include annual (fiscal and calendar) HR Reports, monthly HR Dashboards, Monthly Executive Metrics Dashboard, monthly Vacancy reports, biannual PHIG reporting on recruitment and workforce development, ad hoc reporting as requested including FMLA/LOA/LWP tracking. At times, there may be research reports that will be required, with the possibility of presentation before senior level staff. The employee will need to have a proficient understanding of power point, and public speaking skills to effectively complete these tasks.
Qualifications
- Education:
- High School, GED
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Three years recent experience in data analytics, reporting writing and presentation, and administrative support work.
- Human Resources/data management experience required.
- Word, Excel, PowerPoint, Access
- Proofreading, editing, attention to detail
- Customer Service Skills
- Ability to communicate effectively orally and in writing.
- Ability to create and maintain effective working relationships
- Knowledge and experience with Data Analytics/ Dashboards.
- Preferred Qualifications:
- Four years experience in HR Management, Business/ Public Administration or related field.
- Experience entering transactions in SHaRP and SMART systems.
