Description
The City of Richmond
, Department of Public Utilities
, is seeking a Program and Operations Manager (P&O Manager) to oversee the management and implementation of DPU's stormwater and dam capital infrastructure project portfolio.

The P&O Manager manages and guides project managers; tracks program KPIs related to schedule, budget, and quality; oversees dam inspections; works hand in hand with O&M staff to annually update the 10-year CIP; and manages a team to deliver requested CIP projects in a timely, cost effective, and robust manner that meets multiple local, state, and federal requirements.

The P&O Manager is also responsible for managing and executing initiatives to improve team performance, including program QA/QC; maintenance of design standards; development and implementation of project delivery SOPs; rollout use of eBuilder (a project management information system) for portfolio projects; building strong relationships and protocols with sister working groups such as DPS, communications, O&M, permitting, the Office of Sustainability, and DPU's Executive Leadership Team (ELT); and executing other assignments as they arise from the ELT.

Duties include but are not limited to

  • Ensuring compliance with rules, regulations, project timelines, and an allocated budget;
  • Attending public hearings and presenting information;
  • Overseeing design and construction management/inspection consultants
  • Coordinating design documents through the City review process
  • Performing inspections/audits to ensure contract compliance and adherence to rules and regulations
  • Reviewing procurement documents, contracts, purchase agreements, and change orders
  • Ensuring projects achieve DPU goals.
  • Supervise staff including mentoring, conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

Qualifications, Special Certifications And Licenses
MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business, accounting, finance or public administration or field related to assignment
  • Six years of journey-level professional experience in area related to assignment
  • Two years of supervisory experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

Preferred Qualifications

  • Envision SP certification
  • A civil or environmental engineering or science degree.
  • Planning, design, and construction management experience for stormwater and dam capital improvement projects

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:
Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently finger; and occasionally climb, balance, stoop, kneel, crouch, reach, stand, walk, list, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
