Job Summary

This key leadership role is responsible for overseeing the design, development, and execution of data management strategies and platforms that align with our business goals. The Director will play a pivotal role in enhancing the organization's data management practices and driving innovation to optimize data usage for business decision-making.

Duties and Responsibilities

  • Develop and implement a comprehensive data management strategy that aligns with organizational goals, enabling data-driven decision-making across the company.

  • Establish and maintain data governance policies and procedures to ensure data integrity, security, and compliance with relevant regulatory standards.

  • Lead and coordinate the Data Analytics/Business Intelligence (DA/BI) team, including data architects, engineers, and healthcare data analysts.

  • Work closely with business stakeholders and IT teams to ensure BI/Reporting solutions meet business needs and objectives.

  • Ensure systems and processes are scalable, reliable, and adaptable to evolving business requirements.

  • Oversee the design and implementation of data quality, metadata management, and data lineage processes to enhance the accuracy, integrity, and reliability of organizational data.

  • Build and maintain relationships with external vendors and partners to ensure alignment with industry standards and the latest data analytics solutions.

  • Research and recommend new technical solutions, identifying opportunities to improve data quality and reporting processes.

  • Lead initiatives to optimize IT enterprise data warehouse (EDW) development processes and analytics delivery to both internal and external stakeholders.

  • Direct staff development and performance improvement to ensure the continuous growth of the DA/BI team.

  • Collaborate with IT management on the integration and implementation of new technologies and processes to support the organization's data goals.

  • Perform additional duties as assigned by the CIO or Deputy CIO.

Qualifications

Knowledge/Skills/Abilities

  • Extensive experience with Medi-Cal, Medicaid, and Medicare business processes and reporting requirements.

  • Proficiency in the reporting needs and business operations of healthcare payors.

  • Strong leadership skills with a proven ability to manage and motivate a high-performing technical team.

  • Deep understanding of data architecture, data modeling, data warehousing, and data integration technologies and techniques.

  • Experience with cloud computing technologies, including Snowflake and Amazon Redshift.

  • Excellent communication skills, both verbal and written, with the ability to explain complex technical concepts to a non-technical audience.

  • Expertise in defining, designing, and implementing Business Intelligence (BI) strategies for operational, ad-hoc, and other related solutions.

  • Strong analytical and problem-solving skills, with the ability to resolve complex issues effectively.

Education and Experience

  • Bachelor's degree with 15+ years of relevant experience, or a Master's degree with 12+ years of experience.

  • At least 8 years of experience architecting and delivering Business Intelligence solutions.

  • Minimum of 5 years of experience in data management, data governance, or a related field.

  • Proven leadership in managing BI/data warehousing implementation projects.

  • Familiarity with data warehouse development approaches and relational database management systems.

  • In-depth knowledge of relational and dimensional data modeling, ETL, and reporting best practices.

  • Ability to support legacy solutions and reports while transitioning to a long-term strategy.

  • Experience leading a team of architects and engineers to develop and implement forward-looking business systems architectures.

  • Strong verbal and written communication skills, with experience working closely with business process owners to draft functional and technical requirements.
