PURPOSE OF POSITION:
This position uses outstanding customer service through a variety of communication techniques, while engaging with property owners, special interest groups, the Planning Commission, SWCD Board, townships, and other stakeholders on matters related to permits, land use regulation and zoning, septic systems, and solid waste management.
WORK PERFORMED/JOB FUNCTIONS:
Intake all ESD permit applications and review for completeness. Review individual sewage treatment system (SSTS) applications. Input permit data into a variety of computer databases. Collect and document permit fees. Complete daily deposits with reconciliation reports. Distribute permits and provide information to Environmental Resource Specialists. Prepare correspondence for the public and contractors. Prepare invoices and payments, remit vouchers for approval, and provide financial status reports as requested. Provide support for the Cass County Soil and Water Conservation District (SWCD), Planning Commission, and the County Solid Waste Program as needed. Prepares agendas, minutes and Board packets. Monitor financial activity and provide support for the County Aquatic Invasive Species (AIS) program. Reviews data and submits reporting to state and federal agencies. Maintains the department webpage and edits departmental forms. Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
General knowledge of state and local statutes, rules, County ordinances, individual sewage treatment systems, solid waste and recycling programs, and land use planning. Working knowledge of computers and software applications, including QuickBooks, accounting practices, and tax documents for ESD and SWCD programs. Maintain effective professional relationships with the citizens, colleagues, county officials, SWCD Board members, state agency representatives, SSTS professionals, contractors, and other environmentally related groups or constituencies. Knowledge and experience with current AIS activity, lake associations, MNDNR, and the University of Minnesota is preferred.
MINIMUM TRAINING, EXPERIENCE, OR CERTIFICATIONS:
High school diploma and 1-year experience in an environmentally related or solid waste field preferred. Must complete the Minnesota Pollution Control Agency SSTS introduction to onsite systems course within one year of hire. Must possess a valid Minnesota driver's license.
PHYSICAL EFFORT:
Light physical effort occasionally required for file storage duties to lift up to 25 pounds, with reasonable accommodations available. Duties are typically performed in an office environment.
