Fred Smith Company is a leading heavy civil contractor working in the commercial sitework, public infrastructure and asphalt markets in North Carolina and is currently searching for a Division Manager for our Central (Public Works) Team in Raleigh. The Division Manager will report to the Vice President of the Central Division. This roleis responsible for the efficient operation and effective coordination of all projects, crews, and equipment within the Central Division.
Location:
This position is based in Raleigh, NC and will primarily oversee sitework projects for the Public/Central Division. The North Carolina Department of Transportation (NCDOT) is the primary client, requiring familiarity with NCDOT specifications, guidelines, and processes. Position requires regular presence in the office and on project sites, with expected visits to 5+ project sites per week within a 1.5-hour radius of Raleigh. Company vehicle provided for site visits.
Job Duties:
- Supervise, either directly or through subordinates, all construction division on assigned projects to achieve maximum efficiency and performance, on time and within estimated budget. Position requires oversight of 20+ active projects concurrently, providing direct oversight and technical guidance to project managers and engineers.
- Coordinate and assist with short-term and long-term scheduling work with general superintendents, project managers, and scheduler to achieve optimum use of materials, labor, and equipment. When scheduling conflicts arise, division manager must prioritize the project needs in order to resolve the conflicts.
- Monitor and observe assigned subcontractors in their activities to assure sound construction procedures, methods, quality control, and that all specifications comply with those expected by the company.
- Monitor and contribute to the coordination of scheduling, ordering, and delivery of materials used by assigned personnel.
- Study and be knowledgeable of all local ordinances and laws concerning construction and related activities to ensure compliance of all work undertaken.
- Division manager is expected to be familiar with the standards and specifications required for each assigned project.
- Division manager must be familiar with each assigned project and conduct regular field visits to ensure peak efficiency and quality workmanship. Attend weekly project coordination meetings (PCM's) and ensure the meetings are informative and productive.
- Review and analyze daily, weekly, and monthly job cost reports to ensure optimum project performance. Must be experienced with Microsoft Office and be able to utilize various computer programs to produce, review, and analyze various management reports.
- Division manager must ensure that all supervisory personnel are thoroughly familiar with procedures regarding the flow of paperwork, including accident reports, daily reports, equipment maintenance reports, personnel forms, material receipts, trucking reports, etc. All information must be correct and must reach the proper department in a uniform, consistent, and timely manner.
- Assist and direct assigned personnel in the following areas: using equipment in a safe and proper manner, improving job performance, controlling cost and work quality, increasing productivity, communications, and must be able to contribute in the selecting, training, and development of personnel while adhering to company policies and procedures.
- Division manager must conduct a continuous evaluation of the following items: safety, personnel needs, equipment performance and needs, subcontractors, plans/schedules, job assignments, quality control, material yields, salaries, promotions, on-the-job training, security and crime prevention procedures.
- This position also requires cooperation with the Human Resources and Risk Management departments. Division manager must be knowledgeable as to all aspects of Safety / OSHA and EEO policies. The division manager must personally comply with these requirements and insist upon compliance among all assigned personnel.
- Division manager is expected to participate in the periodic evaluations of all assigned personnel, discussing their contributions to the company and their development in assigned department. Division manager confers regularly with other division managers and project managers as to their needs regarding respective fields and support.
- Maintain close contact and good relations with the general public, customers, customer representatives, and inspectors to facilitate job progress and to promote a positive company image.
- Division manager communicates regularly with division Vice President on progress and problems. Division manager requests advice and counsel as needed.

Required Skills:
- Exceptional verbal and written communication skills, with the ability to foster client relationships and represent the Company to external stakeholders.
- Must be able to effectively lead, coach, inspire, motivate, and manage a team of estimators.
- Must be highly organized, detail oriented, and able to manage multiple priorities and projects effectively.
- Ability to set goals, plan and manage projects, manage the risks involved, calculate budgets, cost, time and work with internal and external team members and customers.
Requirements:
- Minimum of 10 years of prior construction experience in heavy civil construction, sitework or related infrastructural projects.
- Proficiency in Microsoft Office
- Position requires the ability to learn the required knowledge or be familiar with complicated drawings used by architects and engineers.
- Division Manager must be capable of using a variety of precision measuring instruments effectively.
- Knowledge of North Carolina Department of Transportation (NCDOT) Specifications, guidelines and processes is preferred for this position.
- Local candidates with a strong understanding of the regional civil construction market preferred.
- Previous experience working in the field is a strong plus.
- Bachelor's degree in Civil Engineering, Construction Management or a related field preferred.
- Valid driver's license with positive driving history.
