The Opportunity
The Program Manager provides executive-level leadership, oversight, and accountability for a U.S. Government program, managing all operational, financial, and technical aspects in accordance with contract requirements. The PM ensures seamless coordination across logistics operations, COMSEC activities, and General Contractor (GC) oversight. This role requires strong experience managing complex federal programs and leading diverse technical and support teams to achieve mission-critical objectives.
Key Responsibilities
- Lead all aspects of program execution, including planning, staffing, budgeting, reporting, and customer engagement.
- Serve as the primary point of contact with the Government Program Office, CORs, and senior stakeholders.
- Develop program schedules, performance metrics, risk mitigation strategies, and quality assurance measures.
- Ensure deliverables meet cost, schedule, and performance objectives.
- Oversee logistics planning, asset tracking, lifecycle sustainment, supply chain coordination, and readiness activities.
- Manage procurement, distribution, inventory control, configuration management, and maintenance support.
- Ensure compliance with DoD and federal logistics standards, agency policies, and applicable regulations.
- Coordinate with technical teams, vendors, and government logistics personnel.
COMSEC Program Oversight
- Oversee the handling, control, issuance, storage, and destruction of cryptographic materials.
- Supervise COMSEC Custodians and ensure proper training, documentation, and incident management.
- Prepare for and support COMSEC inspections, audits, and reporting requirements.
General Contractor (GC) Management
- Oversee the activities, performance, and compliance of General Contractors supporting program operations.
- Monitor GC work quality, schedule adherence, safety compliance, and deliverables.
- Review GC proposals, statements of work, and progress reports to ensure alignment with program objectives and government requirements.
- Coordinate between the government customer, internal teams, and GCs to resolve issues, remove blockers, and ensure timely completion of tasks.
- Ensure GCs adhere to contract requirements, documentation standards, and federal regulations relevant to their scope of work.
Team Coordination & Stakeholder Engagement
- Lead and mentor technical, administrative, logistics, and security personnel.
- Oversee subcontractor activities and ensure alignment with program goals.
- Facilitate effective communication between internal teams, government clients, and external partners.
Reporting & Documentation
- Prepare program status reports, briefings, and deliverables for government review.
- Maintain compliant documentation across logistics, COMSEC, and GC oversight responsibilities.
Support contract modifications, proposal development, and strategic planning initiatives.
Fluency in English (written and spoken)
Must have active Secret Security clearance; the ability to obtain a Top Secret clearance.
Education
- Bachelor's degree in Business, Management, Logistics, Engineering, or related field (or equivalent experience).
Required Skills, Experience & Abilities
- Experience managing federal or DoD programs of similar scope and complexity.
- Strong background in logistics operations, COMSEC procedures, and GC oversight.
- Knowledge of DoD program management practices, government oversight structures, and security requirements.
- Ability to Top Secret with SCI clearance.
- Excellent leadership, communication, and problem-solving skills.
Preferred Qualifications
- PMP, DAWIA, or FAC-P/PM certification.
- Experience managing or coordinating General Contractors in support of government programs.
- Former COMSEC Custodian or Alternate Custodian experience.
- Experience with government logistics, sustainment, or facilities/engineering support systems.
- Experience supporting DoW programs.

- Work may occasionally be performed in secure government facilities, requiring adherence to security protocols.
Work may be conducted in laboratory, workshop, office, and field environments with varying conditions. - Onsite position in Tampa, FL with a travel expectation of 10-20%
