JOB SUMMARY:

This is responsible administrative work of more than average difficulty directing the administrative operations of the building permit application process with the objective of ensuring accurate and efficient assistance is provided to the general public and the business community, in accordance with compliance of established State, County and City codes. The employee isassigned to the administrative functions associated with the intake and issuance of all building permits, the timely and accurate processing of permit and property documents, customer service, phone and building reception. Work requires the independent application of building permit procedures and regulations. Supervision is received from an administrative superior who reviews work through conferences and review of work in progress.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

  • Under the direction of the Assistant Permit Services Manager, assists other office personnel in the monitoring and tracking of applications through the streamline permitting system to improve agency responsiveness, technical assistance, and support.
  • Identifies projects that are experiencing delays in permitting and collaborates with Plan Examiners on solutions to expedite the permitting process.
  • Assists contractors, developers and the public regarding procedures associated with building permits.
  • Receives and processes various permits applications; reviews for completeness and sufficient documentation and computes appropriate fees.
  • Answers escalated inquires and requests from the general public and business community, through friendly, professional customer service skills, ascertain the needs of the customer and providing appropriate assistance and information.
  • Checks and reviews a variety of data for accuracy, completeness, and conformance to established standards and procedures.
  • Checks to ensure contactors are properly licensed; verifies data with appropriate State agency; helps contractors fill out license applications.
  • Ability to schedule inspections.
  • Performs informational research for inclusion into reports and to ascertain background information on addresses, business entities or other pertinent information.
  • Operates computer, and other office automated equipment.
  • Maintains and files records related to issuance of permits; oversees scanning of all permitting and development documents.
  • Performs records research in order to document project history compliance; coordinates permit processes with outside agencies to ensure that all permit requirements are being met.
  • Assists with the processing of various departmental records transactions including employee personnel action forms, purchase orders and requisitions.
  • Operates a computer, photocopier, printer, calculator, facsimile machine, recording equipment or typewriter.
  • Ability to respond to public inquiries in a timely manner; to implement administrative and technical procedures; to interpret applicable laws, rules, regulations, policies, and procedures; and to communicate effectively.
  • Researches, collects, and compiles data for administrative and annual reports.
  • Types forms, reports, memoranda and letters.
  • Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

EDUCATION/EXPERIENCE:

Required:

High School Diploma or GED equivalent and a minimum of three (3) years of increasing responsible administrative and customer service experience in the development and permitting field.

Preferred:

ICC Permit Technician Certification

Notary Public Certification

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Valid Driver's License: With proof of automobile insurance
  • Background Check: Must have an acceptable background record

  • Driving Abstract: Must have an acceptable driving record

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

KNOWLEDGE, SKILLS, ABILITIES:

  • Considerable knowledge of the principles and practices of customer service.
  • Extensive knowledge of all the functions relevant to the processing and approval of building construction permits.
  • Knowledge of proper English, building terminology, spelling and arithmetic.
  • Knowledge of the interrelationship between the Building Division and other City agencies involved in the permitting process.
  • Skill in the operation of modern office equipment.
  • Ability to access, operate and maintain various software applications.
  • Ability to explain established laws, regulations and procedures.
  • Ability to deal tactfully and effectively with the public.
  • Ability to type 35 WPM.
  • Ability to identify and analyze problems and develop solutions.
  • Ability to establish and maintain effective working relationships with fellow employees and the public.
  • Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.
  • Knowledge of office practices; of administrative and technical procedures; and of applicable policies, administrative codes, statutes, and ordinances.

PHYSICAL DEMANDS:

The physical abilities described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to walk, sit, write, hear, speak and be required to exert up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. May require fingering: picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling. Specific vision abilities required by this job include close and distance vision, peripheral, and depth perception. SUMMARY OF BENEFITS FOR GENERAL EMPLOYEES

All regular full time Employees shall accrue paid vacation following their employment anniversary date. Employees who regularly work 40 hours per week shall accrue vacation leave as follows:

  • up to seven (7) completed years 80 hours
  • more than seven (7) but less than ten (10) completed years 112 hours
  • more than ten (10) but less than fifteen (15) completed years 144 hours
  • more than fifteen (15) but less than twenty (20) completed years 160 hours
  • twenty (20) completed years and above 200 hours

After completion of the first full year of service, vacation time accrued as of September 30th of each year is to be utilized during the following 15 months. Cash
