IEC Project Engineer/Project Specialist
This resource will be responsible for managing the full project lifecycle from initial project concept to detailed scope development, engineering and design, issue for construction, field construction, commissioning, start-up to final project closure. Day-to-day duties will include preparation of instrument/electrical and/or control systems specifications and requisitions for purchase and interface coordination and management with project team members. Desirable experience preferred across process instrumentation, electrical systems and automation and control systems and safety instrumented systems. Candidates with a focus specific to any one of these areas may also be considered. Degree is preferred but 10+ years' applicable experience as a project engineering specialist will be considered.
Key Job Responsibilities:
- Coordinate front end work leading up to the capital design phase of the project
- Lead the development of overall project scope, execution strategy, and cost estimate for project funding request
- Develop process instrumentation specifications for purchase
- Execute project while meeting safety, cost, and schedule goals
- Lead preparation of the funding and estimate documents for IEC projects and prepare Issue For Estimate (IFE) Packages
- Provides services and support for pre-startup and commissioning activities
- Responsible for final close out reporting and all documentation required for the project
- Perform Engineering Design and Review as required
- Act as role model for other less experienced engineers and mentor/coach as appropriate
- Perform field investigation as required to support scope development.
- Prepare periodic progress report
- Chair the recurring project meetings
- Be responsible for technical content and interfaces for scopes of work
- Check design packages prior to issue
- Support the project from initial design through construction.
- Coordinate the assembly of project data books
- Development of IEC Design Package preparation for Issue for Construction (IFC) with proficiency understanding design documents such as Scopes of Work (JH3) , P&IDs, instrument loop drawings, schematics, etc.
- Design and implement DCS/PLC control systems.
- SIS /IPL/ESS - Support PHA/LOPA Review Teams and assist in the design and implementation of Instrumented Protective Systems
- Support IEC Engineers and technicians in the coordination of the checkout and startup of field devices to the control systems. Oversee both contractor and CPC personnel to ensure there are no conflicts or duplications in work effort. Provides the engineering group with drawing markups and progress reports
- Development of P&ID Instrument & Control components.
- Development and implementation of Burner Management Systems of Turbine Speed Control Systems
EXPERIENCE AND SKILLS REQUIREMENTS
- BS or MS degree preferred or experience in lieu of in Electrical or Control Systems Engineering preferred with 10+ years of directly related industry experience
- 10+ years project engineering experience in a refinery, petrochemical, chemical plant managing brownfield expense and/or capital projects ranging from $50K to $10MM
- Demonstrated knowledge of successful project management practices such as cost control, estimating, scheduling programs (MS Project or Primavera) and forecasting
- Able to plan and organize projects from inception to start up
- Ability to work in and foster a strong team environment with minimal supervision
- Knowledge of chemical or refinery facilities and integration of project work in these facilities
- Strong safety champion who will lead the project in achieving zero incidents and injuries
- Self-motivated with ability to originate and adapt to new ideas
- Able to handle multiple activities simultaneously
- Excellent written and verbal communication skills
- Good computer skills such as Microsoft Word, PowerPoint, Excel and SAP, advanced Excel skills is a plus.
- Experience in contractor and vendor management
- Experience participating in pre-startup safety review (PSSR)
- Experience interfacing with project construction, commissioning and start-up teams
- Must be proficient in reading and understanding design documents such as P&IDs, instrument loop drawings, schematics, etc
- Should be self-motivated, able to lead and influence others, manage multiple tasks simultaneously, and demonstrate a professional attitude
DESIRABLE SKILLS
- Experience with Management of Change (MOC) applications inputting MOC's during project development through final MOC closeout after commissioning, start-up and final as-builts.
- Knowledge of gated work process for project management, experience with CPDEP is a plus
- Knowledge of planning/business side of chemical plant
- Good negotiation skills
- Good meeting facilitation skills
- Good working knowledge of the procurement process
- Knowledge of National Electrical Code (NEC)
- Knowledge of Instrument Society of America (ISA) standards.
- Knowledge of functional safety, safety integrity level (SIL) and risk-reduction methods provided by a safety instrumented function (SIF)
- Experience with Safety Instrumented Systems (SIS)
- Experience with process analyzer systems such as Emerson / Rosemount, Siemens, Yokogawa
- Experience with DCS/PLC migration/upgrade projects such as with ABB, Emerson, Honeywell, Yokogawa, Foxboro
- Familiarity with OSHA/PHA/HAZOP procedures
- Experience in designing and implementing software changes on control systems
Physical Requirements: This position is primarily in an office environment. However, field investigation of in-plant piping, civil, structural, or mechanical equipment requires the ability to don personnel protective equipment (PPE) such as flame-retardant clothing (FRC), hart hat, safety eyewear, safety footwear, fall protection harnesses or other specialty PPE. Ability to manipulate office materials and/or equipment and occasionally Lift, Hold/Carry 5-10lbs.

Required Climbing Abilities: To move up or mount stairs and ladders by using the hands or feet as required including, a step stool ladder, 8' to 10' ladder, extension ladder and/or stairs of 1-3 or more flights.
