About
Human Capital Resources and Concepts is seeking a Program Administrative Analyst who will perform administrative and coordination tasks to support the Department's Democracy Programs and DRL's annual appropriation. They will manage and track DRL's multi-million-dollar programming portfolio and assist in developing strategic action plans for foreign assistance funds and Congressional reporting.
Key Responsibilities:
- Draft memoranda, Congressional Notifications, reports, and other documents.
- Coordinate clearance processes with multiple bureaus and offices.
- Provide technical assistance throughout the federal assistance life-cycle (pre-award, award, and post-award).
- Develop and maintain tracking systems for efficient document retrieval and clearance processes.
Duties:
- Assist in managing program funding and the Congressional Notification process.
- Coordinate communications with the Office of the Legal Advisor and Bureau of Legislative Affairs.
- Prepare briefing materials for senior staff.
- Liaise with the Bureau of Legislative Affairs on Congressional communications and strategic planning.
- Draft documents and provide briefings, testimony, and status reviews.
- Track the foreign assistance lifecycle progress.
- Organize and participate in meetings, trainings, and conferences.
- Attend stakeholder workshops and provide technical assistance to grantees.
- Undertake additional training to enhance skills and knowledge.
Requirements:
- Knowledge of appropriations, foreign assistance funds, Congress, and international programming.
- Strong organizational skills to manage and track competing priorities.
- Excellent verbal and written communication skills.
- Professional, proactive demeanor with the ability to remind colleagues and superiors of pending deadlines.
- Ability to travel globally on short notice.
- Ability to obtain security clearance (preference for active clearance).
Education:
- Bachelor's degree preferred with 4-5 years of relevant experience, or a master's degree with 2-3 years of relevant experience.
