Responsibilities
Provide senior technical expertise, project leadership and coordination of activities in the development, implementation and maintenance of a diverse range of cost effective I&IT solutions.
Provide technical advice to clients and leverage OPS I&IT solutions and applications to meet program/service goals and objectives ensuring efficiency.

Provides specialized technical expertise in the overall analysis of the design and architecture of systems solutions.
Ability to evaluate recommendations and ensures all recommended solutions for improvement are congruent with the project goals and objectives Identifies short and long-term project goals/objectives, and as a senior technical expert, defines and identifies program and service delivery requirements in support of the development and/or acquisition of client applications Leads the analysis, development and documentation of design and architecture of systems solutions.
Leads the development of testing, integration and implementation of systems solutions into the clients' applications Guides the feasibility studies and cost effective analyses of proposed client I&IT initiatives, ensures all studies and analyses are documented
Leads the technical aspects of projects related to the development and/or acquisition of a diverse range of client applications through all stages of the Systems Development Life Cycle (SDLC).
This includes planning, scheduling and estimating resources, providing technical expertise, co-ordination, monitoring progress and providing management with project status updates
Demonstrated experience gathering requirements, translating business documents into technical specifications
Experience leading development/support teams supporting multi-dimensional and relational databases and their applications for effective planning, budgeting, strategizing and forecasting procedures Demonstrated experience designing and developing complex applications utilizing relational and multi-dimensional databases
Ability to provide implementation and post implementation support as required
Oversees the research and evaluation of the technical components in the acquisition of software, hardware, technology, systems and products Recommends and directs the measurement and improvement of tools, techniques, standards and performance criteria to control the quality of application development initiatives
Provides coaching and direction to junior analysts throughout the project, related to the development and/or acquisition of a diverse range of client applications through all stages of the Systems Development Life Cycle.

Requirements Key Requirements:
Document and refine a Performance Measurement Framework for services (including related data governance), ensuring alignment with enterprise priorities and service principles.
Develop a practical set of indicators and measurement templates for service delivery, customer experience, and resource utilization.
Create guidance materials and tools to help apply consistent measurement.
Support stakeholder engagement through workshops or consultations to validate the framework and gather feedback.
Prepare a summary report and recommendations for next steps, including options for implementation and reporting.
General Requirements:
Experience designing solution with cloud platforms such as AWS, Azure or Google Cloud Platform;
Knowledge of all cloud service models: SaaS, PaaS, and IaaS
Experience designing solution components including web and business logic modules, Micro Services, Business Reports
Experience performing Solution Gap Analysis, ETL Data transformation requirements, and Data Migration Plans.
Expert knowledge in reverse engineering Physical Data Models creating Entity Relationship Models (ERD) and Metadata Reports
In-depth knowledge of Web Design principles
Sound understanding and experience with AODA and knowledge of Accessibility compliance principles as presented in WCAG 2.0
Proven experience with JAD facilitation and interpretation of business needs into system design requirements.
Experience with Figma, Balsamiq and other mock-up design tools
Experience developing architecture artifacts including: Solution Requirements Document (SRD), Business Architecture Document (BAD), Information Architecture Document (IAD), Solution Architecture Document (SAD), Architecture review presentations; Prepare presentations for Corporate Architecture Committees
Expertise developing Technology Options Analysis including qualitative and quantitative analysis.
Desirable Skills:
Systems Analysis Experience - 50%
10+ years of System Analysis and Design experience, preferably in a large, complex business environment
Experience preparing architecture artifacts, including TRA artifacts
Business, Testing & Integration Experience - 40
10+ years of Business Analysis experience including running JAD sessions, UAT and gathering requirements
10+ years of system testing, integration testing experience
Proven experience with requirement elicitation technics such as User interviews, Workshops, JAD facilitation and interpretation of business needs into system design requirements.
Public Sector experience - 10%
Knowledge of GO-IT Standards(GO-ITS) and Enterprise Architecture within the RGDMS system
