Nebraska DHHS is seeking an experienced IT Applications Developer/Lead
MMIS to provide technical leadership for large-scale Medicaid systems that support critical healthcare services across the state. This role is ideal for a hands-on leader who excels at guiding development teams, managing complex application environments, and resolving high-impact production issues within IBM mainframe and DB2 systems. This is a full-time/permanent on-site role in Lincoln, Nebraska. Not eligible to be a contracted position. PLEASE NOTE: The Nebraska Department of Health and Human Services does not sponsor STEM OPT or non-immigrant work visas for this position. Compensation: Pay Range - $41.102/hr - $60.59/hr. Starting pay may be commensurate with education and/or experience within fiscal constraints (if approved). Examples of Work: You will lead a team of IT professionals in providing support for development, maintenance, and enhancement of the state mainframe (COBOL/DB2/CICS) Medicaid Management Information System (MMIS). Job duties include: Coordinate application developer work efforts while making assignments, monitoring progress, and reviewing work including code and technical design for senior application analysts. Work with team leadership to balance analyst availability against request and project portfolio needs. Lead technical and business analysts to design solutions. Manage projects using project management practices and tools. Coordinate system production support on-call responsibilities. Analyze and resolves complex production issues. Provide input for team supervisor on project status and teammate performance. Requirements / Qualifications: Minimum Qualifications: A bachelor's degree or equivalent in computer science, information systems, mathematics, engineering or other related field and two years of experience, education, or training in coding computer applications; programming experience can be substituted for education on a year for year basis, one year of which as a project coordinator, leader, or supervisor. Preferred Qualifications: Experience with large-scaled IBM mainframe systems, using large complex DB2 application databases. Experience supporting SFTP data interfaces in a mainframe and server environment. Experience in complete software development lifecycle. Project management experience including plan development, resource management, assignment of work, target date planning, project monitoring, issue resolution, coordination with internal/external teams, quality assurance and implementation Experience with healthcare data systems. Experience with coordinating work with multiple teams, mentoring team members on functional and technical assignments and prioritizing and managing multiple projects and tasks. Other: Position is located on-site at the Nebraska State Office Building in Lincoln. No remote or hybrid work available. Knowledge, Skills, Abilities: Candidate must be technically proficient and demonstrate leadership skills. Strong knowledge of mainframe development is required. Candidates must be service oriented, have strong interpersonal skills and analytical skills that include working directly with various levels of business and technical staff to determine sound technical solutions for business requirements. Candidate must have strong technical, organization and planning, problem-solving, and decision-making skills. Must be able to communicate effectively.
