Job Description:*VCI is looking for serving as a Mechanical Engineer, delivering field construction management services, and contract surveillance for the Asheville VA Medical Center. *Minimum of 7 years of experience in engineering and construction management of buildings and structures. Professional experience should also include the ability to review and resolve engineering issues associated with construction and specification documents. * Facility construction projects including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities. Professional experience should include strong knowledge of construction documents, as well as, superior management and communication skills. * Field inspections to determine acceptability of workmanship and compliance with plans. * Working knowledge of reporting tools and software for the purpose of presenting information in Microsoft tools such as excel, word, plans and design documents. *The Mechanical Engineer(s) shall have at minimum the following: ยท Bachelor's Degree in Mechanical Engineering from an accredited University. ยท Fluent in English. *Assists the VA Facility Management Staff with the overall management of the construction contract. * Performs/documents quality assurance inspections to ensure the construction contractor meets the plans and specifications requirements of the contract. * Engages in Activity Hazard Analysis discussions and decisions. * Reviews submittals and RFIs to ensure compliance with the project plans and specifications. * Reviews as-built drawings, conducts labor standard interviews, ensures compliance with OSHA regulations, and performs inspections of specific processes. * The Mechanical Engineer must be able to: * Functional Responsibility: Provides consultative services regarding the management of technical aspects of engineering related to building structures, Provides guidance to the Chief, FMS in terms of technical quality, cost and schedule. Performs and documents construction inspections * Ensures compliance with agreed schedule, plans, safety regulations, and other contract documents. * Inspects materials for contract compliance and work with contractors to correct deficiencies. * Delivers surveillance reports on all phases of construction for compliance with plans and specifications in respect to workmanship, materials, installation and construction methods to government personnel. * Verify contractor payroll accuracy and inspect installed property inventories. * Attends safety meetings, maintains organized files and updated plans, and conduct detailed final inspections. * Prepares and monitors timeliness of correspondence and responds to RFIs and contract discussions. * Maintains Government-provided equipment in good condition. * Reviews Quality Control Reports. * Familiarity with 29 CFR 1926 OSHA Construction Industry Regulations. * Occasionally attends offsite inspections for fabricated items to ensure contract compliance before shipment * Basic knowledge of all engineering disciplines for hospital construction. * Strong verbal communication skills to brief owner during project update briefings. * Strong organizational skills to track projects, prepare meeting minutes, and meet required deadlines. * Most work will be completed during normal business with occasional night, holiday, and weekend required. * Must be able to communicate fluently in English. * Must be familiar with and able to use the Microsoft Suite of Services, including Teams, Word, Outlook, SharePoint, and basic Excel skills. * Must be able to work in all weather conditions, wear appropriate Personal Protective Equipment, walk long distances on rough and uneven surfaces, stand for long periods, lift construction materials to access inspections, climb ladders and scaffolding, and navigate typical civil construction site obstacles.
