This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of Halton Provincial Offences Court Office. Work location is subject to change at the discretion of the City due to operational demands. Effective 2026 this role will be required to be on site 50% of the time each month.
Position Overview
Reporting to the Commissioner, Legal and Legislative Services/City Solicitor, this position is responsible for managing the administration and collection functions of the Provincial Offences Courts on behalf of all Halton Court Services (HCS) Partners. Oversees business process development and implementation, revenue collection and financial reporting, budget development and monitoring, and maintenance and operation of the POA courthouse. Ensures appropriate levels of business support and service are maintained for all stakeholders.
Responsibilities
Develop, recommend, and implement the business plan including planning and implementation of provincial initiatives, policies, directives, and legislative changes.
Evaluate current processes to find efficiencies and develop new processes to streamline administrative processes. Ensures HCS meets administrative and legal obligations.
Establish and maintain financial and technical information and control systems including compliance audits, internal reviews, quarterly and annual reporting, and implementation of corrective action.
Accountable to the Joint Management Board and the Area Treasures regarding program and administrative policies and procedures.
Oversees annual administration and collections including budget preparation, revenue and collections management and financial and resource planning.
Provide leadership, guidance direction, and coordination of all staff.
Leads and assists with recruitment, performance management, development, coaching and motivation of staff.
Oversee daily operations and ensure the integrity of court processes in the judicial system.
Prepare and manage the yearly court schedule
Collaborate with the Regional Senior Justice of the Peace and Local Administrative Justice of the Peace to manage scheduling demands.
Laise with Regional and Provincial Court Managers to develop shared best practices.

Requirements
Education: College Diploma in Social Sciences, Public Administration, Court Administration, or a related field.
Experience: Minimum 4-7 years of Provincial Offences Court experience, including at least 3 years in a supervisory or leadership role.
Technical Skills: Strong knowledge of POA court operations, legislative requirements, financial management, and administrative processes.
Leadership Skills: Proven ability to lead a large team, oversee recruitment and performance management, and drive process improvements.
Other requirements: Ability to work non-routine hours and travel to various court locations as needed.
