Project Controls Coordinator

Primary Focus

The Project Controls Coordinator works independently to monitor, control, and report on the performance and cost-related aspects of projects managed by assigned project management teams. This role is responsible for ensuring project costs are identified, accounted for, and reported in an accurate and timely manner in accordance with established business practices and procedures, while supporting the development and implementation of project controls planning and integration of cost and schedule functions.

Specific Accountabilities

  • Collect information for project cost estimates, establish control budgets, monitor and control incurred project costs, perform cost forecasting, variance analysis, and cost reporting to various stakeholders
  • Analyze and maintain project costs at the WBS level including control budget, incurred costs, commitments, and forecast
  • Provide capital cost control, variance analysis, and reporting requirements for multiple complex and multi-disciplined programs/projects
  • Interface with contractors to deliver training and support for EcoSys LEMs (Labor, Equipment, and Materials), ensuring they provide correct rates and estimates
  • Support Project Controls Advisors (PCAs) to set up, receive, and attest LEMs
  • Assist as a dedicated Field Cost Analyst (FCA) resource for high-risk, high-complexity projects
  • Ensure that company-sanctioned cost control processes are applied in project execution activities
  • Prepare expenditure profiles, workforce histograms, and comparative capital cost estimates
  • Track and report project performance against plan by working closely with Project Scheduler
  • Perform earned value measurements to anticipate forecast impacts
  • Prepare and document project change orders in accordance with Project Management Office standards
  • Prepare monthly project reports and perform monthly project close processes
  • Generate regular and ad hoc analysis including graphs, summary tables, and presentations
  • Track Key Performance Indicators and work with support groups to improve overall project execution
  • Review policies and procedures and recommend improved processes for project cost management
  • Liaise with Project Managers and Field Cost Analysts to ensure engagement with project progress, changes, highlights, and issues
  • Maintain the project Work Breakdown Structure to facilitate project execution, cost control, and accounting requirements

Qualifications

Education and Experience

  • University Degree or Technical Diploma in Engineering, Finance/Accounting, or related fields (other Post-Secondary education may be considered)
  • Minimum of 3-5 years of Project Controls or Project Management experience
  • Project Management Professional designation preferred

Knowledge and Skills

  • Strong analytical skills including Earned Value Management
  • Extremely high proficiency in MS Excel required (v-lookups, pivot tables, graph generation, sumifs, etc.)
  • Ability to distill large sets of data into easily understandable analysis
  • Software experience with MS Office Suite, Oracle/SAP, and EcoSys
  • Working understanding of PowerBI and Power Pivot
  • General understanding of pipeline operations preferred
  • Excellent communication, interpersonal, and organizational skills
  • Problem-solving, decision-making, planning, and leadership skills
  • Detail-oriented with understanding of data reconciliation importance
  • Ability to effectively manage and prioritize workload, bring issues forward, and develop working relationships at all levels of the organization
  • Collaborative, team- and service-oriented work style
  • Motivated self-starter who works well independently in a fast-paced team environment
  • Valid driver's license

Working Conditions

  • Primarily office environment
  • Overnight business or construction field trips may be required
  • Occasional travel to field worksite locations (may require Personal Protective Equipment)
  • Expectation to produce required reports and cost data in a timely manner
  • Ability to manage multiple tasks with a reasonable level of supervision

Scope

  • Impacts can extend to multiple work units as well as internal stakeholders (support departments) and external stakeholders (vendors and customers)
  • Decision making is guided by standardized practices, existing processes, and professional judgment
  • Assignments are often self-identified and completed independently
  • Recommendations are reviewed for soundness of judgment, but usually accepted as technically accurate
