About
The Oracle Application Express (APEX) Senior Developer position is on the Administrative Applications team in the Bureau of Enterprise Applications. The incumbent will: Gather business requirements. Write technical specifications. Perform analysis, design, and data modeling. Provide effort and duration estimates. Write code and script using PL/SQL, SQL and JavaScript. Assist with testing. Package solutions for deployment. Prepare technical documentation. Collaborate with other teams. Communicate across all levels. Provide maintenance and support. Non-Competitive Qualifications for appointment under the NY HELPS Program: For appointment to an Information Technology Specialist 3 (SG-23), you must have: 1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing. OR 2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience. Competitive Minimum Qualifications: You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law. Preferred Qualifications/Knowledge, skills, and abilities: Demonstrated experience in development, programming languages, protocols and tools using Oracle Applications Express (1 year to less than 2 years) or Demonstrated experience in development, programming languages, protocols and tools using PL/SQL, SQL (1 year to less than 2 years) and Demonstrated experience in Data Modeling (1 year to less than 2 years) or Demonstrated experience in Data Analysis (1 year to less than 2 years) Experience in Oracle Database Administration is desirable Familiarity with JavaScript would be beneficial Strong problem solving and analytical skills Experience gathering business requirements Familiarity with Systems Development Life Cycle Strong verbal and written communication skills Ability to work independently and in teams Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs.
