Job Summary
The Instructional Officer (Instructional Designer) is responsible for the management of complex instructional design and evaluation projects. The major responsibilities are:
- Manage instructional design projects and teams or working groups of instructors and/or Branch representatives, by developing and coordinating interdependent work plans, ensuring objectives and results align with the strategic direction and planning initiatives of the Service.
- Conduct complex analysis by developing, recommending and implementing training/learning solutions.
- Develop, revise and recommend policies and procedures in support of existing and new programs.
- Train, certify and mentor Service instructors and content subject-matter experts by developing objectives, assigning work, recommending/providing training, and providing guidance.
- Provide employees with interpretation on policies, procedures and guidelines by organizing and conducting information sessions.
- Conduct studies and formal evaluation analyses (including instrument development and statistical analysis), write reports and make recommendations to the Instructional Architect.
- Collaborate and make recommendations on the maintenance and updating of the various training and learning systems in use, including the Learning Management System and the Service's various synthetic simulation software / hardware.
- Assist in the evaluation of the performance of employees involved in team projects, and more specifically, in the evaluation of the performance of Service Instructors.
The Instructional Officer (Instructional Designer) is responsible for designing high-quality learning experiences that support a wide variety of learning styles and abilities, incorporating a range of strategies to promote the acquisition of skills and knowledge. Notably, our operational training programs are often long in duration, lasting up to 16 weeks, which requires careful planning and design to maintain learner engagement and motivation. In our pass/fail training environment, the Instructional Officer (Instructional Designer) must ensure that all learning materials and assessments are aligned with the program's learning objectives, and that the comprehensive assessment strategy effectively measures learners' mastery of the required skills and knowledge. Additionally, the Instructional Officer (Instructional Designer) provides direct support to the delivery team, collaborating with them to ensure seamless execution of the training program and addressing any questions or concerns that may arise. By working closely with the delivery team and leveraging their expertise in instructional design, we can guarantee that our training programs are engaging, effective, and meet the needs of our learners, ultimately driving success in our organization.
Education
- Undergraduate degree in Education or Educational Psychology and four (4) years of experience*,
OR
- A combination of an undergraduate degree in Human Resources with a university certificate or a recognized professional accreditation in education or training and four (4) years of experience*,
OR
- Undergraduate degree in a related discipline and seven (7) years of experience*
Note
- Candidates with an equivalent combination of relevant education, training and seven (7) years of experience* may also be considered.
The undergraduate degree must be obtained from an accredited learning institution recognized in Canada. If you completed a program outside of Canada you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.
Any higher level of education (i.e.: Masters, Doctorate) in a related field of study could be recognized as experience.
Experience
- Experience is defined as:
- Experience in the application of a systems approach to training.
- Experience in the application of project management principles.
- Experience conducting learning needs analysis and performance gap analysis.
- Experience in the development of lesson plans, learning materials, exercises and assessment instruments.
- Experience in the evaluation of the effectiveness of training programs and writing training evaluation reports.

Requirements
An asset qualification is a qualification which can enhance the ability to perform the work based on current and future business requirements, but which is not strictly required. Positions will be staffed based on the selection decision principle and operational priorities:
- Graduate degree in Education
- Experience in the design of skill-related or scenario-based training courses.
- Experience in the design of training courses with a pass/fail assessment component.
- Experience in the design of long (more than 4 weeks) instructor-led training programs.

Organizational Considerations

- The successful candidate would be required to work overtime (predominantly nights, approximately 20 times per year) and weekends (approximately 3-5 times per year).

- While we continue to explore opportunities for flexible work arrangements, the majority of work in our organization must be done in the office and cannot be performed at home. The employee would be expected to work in HQ, located in Ottawa.
