This is a hybrid role with a mix of in-office and remote work. Work arrangements will be discussed with hiring managers per departmental guidelines.
The position can be based in our Montreal or Toronto offices.
Your Role
Reporting to the Senior Director, Engineering, Governance & Engineering (T&I), you will provide daily leadership to a diverse team comprising engineers, managers and administrative staff focused on delivering engineering services, projects and initiatives for the entire department. You will ensure engineering process compliance for internal operations and documentation, as well as when managing inquiries and representing the department externally. Additionally, your team will handle ad hoc requests for regular capital initiatives and local projects.
More specifically, you will supervise the Engineering Services team. This team consists of five subgroups critical to the Engineering department's ability to deliver initiatives:
Project support staff (installers, drafters).
Department administrative staff.
Spectrum Engineering group.
Engineering project leads.
Talent Incubator.
What You Do
Develop, supervise and mentor a team of engineers, project leads and managers responsible for:
Helping define the operational requirements of media partners (TV/radio/digital) and corporate partners.
Finding solutions that meet partner requirements.
Producing detailed cost estimates.
Helping draft business proposals.
Co-ordinating a cross-functional project team through the design and implementation process.
Producing plans and estimates.
Evaluating technical and financial proposals submitted by suppliers.
Producing detailed designs for technical systems.
Producing documentation for system installation and implementation.
Monitoring and tracking the installation and implementation of systems.
Drafting system testing plans and acceptance criteria.
Co-ordinating the transfer of systems to the operational team assigned to manage the system throughout its useful life.
Your key tasks in this role will include the following:
Acting as a mentor and coach to your team, supporting their well-being, technical progression, professional ethics and leadership development.
Fostering a healthy, collaborative work environment that encourages technical discussion and ensures every team member has a voice.
Balancing workload distribution to ensure the successful execution of the capital plan.
Ensuring monthly financial forecasts for projects are accurate and that expenses align with the fiscal year's budget.
Reviewing, approving and publishing documents produced by your team.
Providing specialized technical advice to internal partners from all CBC/Radio-Canada stations and bureaus.
Advising media lines on capital project planning and contributing to the development of the five-year capital project management plan.
Supervising the tendering process for procuring goods and services, including approving or drafting technical specifications, evaluating responses and recommending suppliers.
Collaborating closely with other Governance & Engineering teams — such as Architecture & Strategic Development (ASD) and Business Delivery & Compliance — as well as the broader Technology & Infrastructure division to identify synergies and deliver highly integrated projects.
Working closely with media and corporate partners, as well as with the operational teams, to clearly understand their current and future needs and be able to deliver effective solutions that are easy to use and support.
Constantly monitoring technology trends and liaising with various elements of the broadcast industry to stay abreast of its technology and practices and to advance the state of the art at CBC/Radio-Canada.
Supporting the Senior Director by leading initiatives related to strategic alignment, continuous improvement, and the organization and management of the Engineering department.
Performing administrative duties related to daily team management, such as setting objectives, conducting performance evaluations and approving time cards and expenses.
What You Bring
Bachelor's degree in engineering or equivalent.
Excellent communication skills (verbal and written).
Excellent interpersonal skills with a collaborative spirit and a desire to build alliances with colleagues.
Strong preference for in-person work (Montreal and Toronto) due to the leadership nature of the role.
Experience managing a group of engineers and/or project leaders.
Experience managing other people managers.
Strong organizational skills.
Experience managing geographically dispersed/remote teams.
Experience working in a collaborative, teamwork-driven environment.
Experience managing small-, medium- and large-scale projects.
Knowledge of business practices, contracts, drafting plans and estimates, negotiation, finance, and IT management tools.
Understanding of basic accounting standards, including budgeting and forecasting.
General understanding of radio and television station operations.
Understanding of the systems and equipment making up a modern data centre.
Understanding of enterprise telecommunications systems.
Understanding of spectrum management, international issues and their potential impact on CBC/Radio-Canada, with the ability to define necessary strategic actions.
Understanding of application virtualization technologies and their use in audio/video signal encoding and decoding.
Strong knowledge of building electrical, mechanical and architectural systems.
Commitment to continuous learning regarding the latest development technologies, trends and approaches, while remaining hands-on with projects and support requests.
Ability to adapt to a rapidly changing environment and work effectively under pressure.
Creativity in motivating and fostering collaboration within a team of engineers, project managers and technicians located in Montreal, Toronto and various regional sites.
Ability to innovate when facing technical and operational problems, making informed decisions that mitigate risk and protect the organization from legal and financial liability.
Ability to travel (this position requires frequent travel across the country and occasional international travel).
Functional bilingualism (English and French).
Member of the Ordre des Ingénieurs du Québec (OIQ) as an Engineer or of Professional Engineers of Ontario (POE) as a Professional Engineer (an asset).
Five years' experience in a personnel management role (an asset).
