About

*Overview*
The Chief Technology Officer (CTO) is a transformative executive responsible for setting and executing the enterprise technology vision and roadmap to enable profitable growth and operational excellence. This leader will work closely and *partner with the VP of Tech/Systems* to orchestrate end-to-end platform integration, reduce operational friction, and ensure technology amplifies sales/revenue, service effectiveness, and client experience.
The CTO will lead and evolve the enterprise-wide Salesforce strategy, modernize administrative systems, and drive innovation through intelligent application of AI and automation. The CTO will work *closely and partner with the VP of Tech/Systems* align technology platforms with strategic business objectives while embedding disciplined practices such as code freeze, release management, bug fixing, and technical debt reduction.
The role includes establishing new and enhancing current IS KPIs and dashboards to foster a data-driven, transparent, and accountable culture, ensuring stringent security and governance standards across internal environments and vendor ecosystems. This executive will build future-ready capabilities, lead remote and hybrid teams, and champion cross-functional collaboration to deliver scalable, compliant, and high-performing solutions. Based in Omaha, NE, with hybrid flexibility, the CTO will serve as a strategic driver of digital transformation and innovation across the organization.
*Key Responsibilities*
*Technology Strategy & Architecture Planning & Alignment*
* *Actively participate in enterprise‑wide strategic planning initiatives* to ensure Salesforce and Snaplogic capabilities are fully aligned with Detego Health’s business goals and growth objectives.
* *Ensure roadmap planning* includes scalability, compliance, and alignment with evolving healthcare and technology landscapes.
* *Define and own the multi‑year technology strategy aligned to the company’s mission*, transformation goals, and revenue targets.
* *Establish enterprise architecture standards* (applications, data, integration, security) and ensure system interoperability across Salesforce, administrative platforms, and partner systems.
* *Create and maintain the technology roadmap* (quarterly/annual), including modernization priorities, build/buy/partner decisions, and retirement plans for legacy systems.
*Platforms: Salesforce & Administrative Systems*
* *Salesforce Leadership:* Lead the Salesforce Team in the development, execution, and continuous improvement of our enterprise Salesforce ecosystem, translating innovative concepts into scalable, production‑ready solutions.
* *Enterprise Systems Oversight:* Oversee enterprise applications such as HRIS (Paycom), Salesforce, ERP, CRM, data platforms, and other critical systems, ensuring systems are scalable, secure, and well‑integrated with business operations.
* *Own the Salesforce ecosystem* (Sales Cloud, Health Cloud, Experience Cloud, integrations) ensuring clean data, process automation, role‑based access, and seamless handoffs with admin systems.
* *Modernize administrative platforms* (policy/plan administration, claims, billing, enrollment, eligibility, provider/network, payment) for reliability, scalability, and CX excellence.
* *Drive data quality and master data management* (parties, plans, products, eligibility, claims) to support accurate reporting and decisioning.
*Integration, Data, and File Operations*
* *Data Management & Governance Best Practices:* Oversee the integrity, accuracy, and completeness of data across Salesforce and integrated platforms. Develop and implement best practices for data cleansing, deduplication, migration, and governance to support informed decision‑making and regulatory compliance. Ensure consistent data standards and promote a culture of data stewardship across the organization.
* *Integrations ETL Platforms:* Drive advanced use cases leveraging AI, automation, and emerging technologies within the Salesforce platform and Snaplogic; translate innovation concepts into scalable, production‑ready solutions in support of operational and clinical excellence.
* *Lead integration architecture* (APIs, eventing, ETL/ELT) and EDI/X12 standards common to TPAs and insurance (e.g., 834 Eligibility, 835 Remittance, 837 Claims, 820 Premium Payments, 270/271 Eligibility Inquiry/Response; and ACORD standards for P&C where applicable).
* *Implement robust file management and eligibility transfer processes*, including error‑file triage protocols, automated alerts, reconciliation, and SLA‑based remediation.
* *Establish data governance* (definitions, lineage, retention), observability (logging, metrics, tracing), and data security (encryption at rest/in transit, tokenization, DLP) Implement master data management MDM Framework.
*Delivery Excellence: SDLC, DevOps, and Execution*
* *Performance Management:* Design, implement, and maintain IS KPIs and dashboards to evaluate technology performance, user adoption, and business impact. Promote a data‑driven culture by enabling transparency and accountability through performance metrics.
* *Own the SDLC and DevOps practices* (CI/CD, automated testing, blue/green or canary deployments, infrastructure‑as‑code).
* *Institutionalize code freeze procedures* (e.g., open enrollment or peak cycles), release management calendars, and Change Advisory Board (CAB) governance.
* *Drive defect management, incident/problem management, root‑cause analysis, and measurable technical debt reduction* (with targets, dashboards, and accountability).
* *Ensure the PMO’s portfolio is prioritized*, funded, resourced, and delivered on‑time/on‑budget with clear OKRs/KPIs.
*Security, Compliance, and Enterprise Risk*
* *Clinical & Operational Excellence*: Ensure AI and automation initiatives adhere to compliance and risk standards while delivering measurable operational and clinical outcomes.
* *Partner with Security, Compliance, and Legal *to ensure alignment with NIST/ISO frameworks, SOC 2, and HIPAA (for health-related TPAs), as well as NAIC/state insurance regulations and privacy laws
* *Implement access controls* (least privilege, RBAC/ABAC), MFA/SSO, vulnerability management, patching, SIEM, DLP, BCP/DR with tested recovery objectives (RTO/RPO).
* *Oversee vendor risk management*—security due diligence, ongoing monitoring, and remediation—with formal partner governance and QBRs.
*AI Enablement & Innovation*.
* *Partner with the organization and preferred AI vendor *to help support its AI Implementation
* *Identify AI use cases* (e.g., eligibility anomaly detection, claims triage, auto‑documentation, agent assistance, fraud/waste/abuse indicators).
* *Integrate AI capabilities* into workflows to reduce cycle time, improve accuracy, and elevate client experience.
*Vendor & Partner Management / Procurement*
* *Cross‑Functional & Partner Liaison:* Serve as a technology liaison between IS and business units, ensuring IS priorities are aligned with operational goals. Partner with Finance, Operations, Client Services, Marketing, Sales and other departments to support business needs through agile and scalable solutions.
* *Establish technology procurement standards* in partnership with Finance/Legal/Procurement—RFPs, SLAs, SOWs, performance scorecards, and exit strategies working with the overall Business Procurement, Vendor & Relationship manager
* *Rationalize duplicative vendors;* working with the overall Business procurement vendor & partner relationship manager, negotiate commercial terms; enforce service and security obligations; manage license utilization and cloud cost optimization.
*Organizational Leadership & Culture*
* *EOS Operating Cadence: *Embrace and apply EOS (Entrepreneurial Operating System) principles in daily tasks, team interactions, and decision‑making processes to support organizational goals and drive operational efficiency. Implement EOS scorecards for the IT organization.
* *Team Leadership & Development:* Lead, mentor, and grow a high‑performing IS team with a focus on innovation, accountability, and customer‑centric service. Foster a collaborative and inclusive team culture, encouraging continuous learning and professional development.
* *Build and develop a high‑performing, distributed technology team; *hire, coach, and succession‑plan for Directors, Managers, Architects, Engineers, Analysts, and PMs.
* *Drive a culture of accountability, transparency, and continuous improvement*—clear goals, clear communications, and collaboration with the C‑Suite.
* *Partner *with Sales, Marketing, Operations, Client Services, and Finance to ensure technology amplifies revenue, retention, and margin.
*Spearhead Web and Mobile innovation*
* *Primary focus on elevating UX/UI standards*, ensuring a cohesive and frictionless digital experience across the entire Detego Health ecosystem.
* *Mobile App Development:* Drive a "mobile-first" user strategy, refining navigation and touch interactions to maximize patient/provider engagement and retention on handheld devices.
* *Web Development:* Transform complex data workflows into intuitive web interfaces, focusing on information architecture and accessibility to streamline user tasks.
*Qualifications*
*Experience:* 12–15+ years in technology leadership with TPA/insurance domain; proven success overseeing Salesforce (Claims in HealthCare environment), administrative systems, IT projects and complex integrations. Experience in helping to build out IT organization and support AI implementation in a high growth business.
*Leadership:* Track record leading VP’s/Directors/Managers and remote teams to deliver multi‑portfolio programs; strong stakeholder management across C‑Suite and governance bodies.
*Technical Depth: *
* Salesforce architecture and platform governance.
* API/microservices, event streaming, data engineering, cloud (Azure/AWS).
* *DevOps/CI‑CD*, test automation, CAB, incident/problem management.
* *Security frameworks*, identity/access management, zero‑trust principles.
* *Enterprise Applications:* Deep understanding of ERP/CRM/data platforms and integration best practices
* *AI & Analytics:* Experience working with AI, data analytics, and automation tools in a healthcare or TPA environment is a strong plus.
*Regulatory & Risk:* Familiarity with HIPAA, SOC 2, NAIC/state insurance, privacy/security controls, vendor risk, BCP/DR.
*AI/Automation:* Experience interacting and partnering with AI vendors and embedding AI into operational workflows with proper guardrails.
*Education & Expertise:* BS/MS in CS/IS/Engineering; MBA a plus.
*Preferred certifications or experience:* Salesforce Architect, PMP/SAFe, Azure Architect, CISA, Lean/Six Sigma.
*Formal Education:* Bachelor’s degree in information systems, Computer Science, Business Administration, or related field; Master’s preferred.
*Behavioral & Soft Skills:* Strong analytical mindset, with the ability to translate complex business needs into strategic technical solutions; excellent communication, leadership, and stakeholder management skills
