The Department of Enterprise Risk and Emergency Preparedness is a corporate portfolio of functional areas which provide leadership and operational support for the achievement of strategic directions and corporate objectives of THP. The principal functional areas include enterprise risk management, claims management, and emergency preparedness and management. The department serves as the corporate catalyst that enables the advancement of a comprehensive and continuous enterprise risk process in which risks are identified, analyzed, and mitigated within acceptable risk tolerances.

Accountabilities

Reporting to the Manager of Enterprise Risk & Emergency Preparedness, Business Continuity and Emergency Preparedness Advisor will conduct system level planning, education and implementation of THP's Emergency Management framework (Prevention & Mitigation, Preparedness, Response and Recovery). This role ensures the organization's resilience and ability to provide uninterrupted patient care during emergencies through strategic preparedness, response, and recovery initiatives. Accountabilities includes but are not limited to the following:

• Training and Education: Design, implement, and evaluate emergency management and business continuity training programs including Incident Management Systems (IMS), emergency codes and code of the month, evacuation drills, cybersecurity, capacity table-tops, and full-scale simulations.

• Business Continuity Support: Act as a subject matter expert supporting planned downtimes across Facilities, Redevelopment, Information Services, and other departments.

• Emergency Code Planning: Support clinical and corporate programs develop and maintain their department-specific emergency code plans and business continuity strategies.

• Emergency Operations Centre (EOC) Support: Facilitate the activation and maintenance of EOC infrastructure, including critical equipment and on-call resources.

• Policy and Procedure Development: Review and align emergency management codes and policies with legislative and regulatory standards in collaboration with Enterprise Risk Consultants.

• External Partnerships: Support department leadership in activities related to key external partnerships (ie. provincial, municipal, and regional services and committees), including coordination through the Emergency Management Communication Tool (EMCT)

Skills & Qualifications

• A master's degree in emergency management or related field is preferred, or related experience;
• Completion of Emergency Management Ontario (EMO) certifications (e.g. IMS100, IMS200, EM125, EM131, EM200) is preferred;
• Project Management Professional (PMP) is an asset;
• Member in good standing with applicable Emergency Management associations (e.g. Association of Healthcare Emergency Preparedness Professionals, Canadian Hospital Emergency Preparedness Alliance, Canadian Risk and Hazards Network, etc.) is preferred;
• Minimum of 3-5+ years of emergency management and/or business continuity experience, preferably in healthcare
• 1-2 years of experience leading large-scale simulations and project work, preferred
• Expertise in emergency management education and training
• Strong understanding of industry standards and regulations
• Exceptional communication, leadership, and analytical skills
• Superior organizational and time-management skills;
• Superior written and verbal skills; with high attention to detail and quality;
• Excellent customer service and inter-personal skills;
• Excellent ability to work independently or within a dynamic team setting;
• Excellent decision-making, problem solving, and conflict resolution skills;
• Advanced skills in MS Office, specifically with Outlook, Word, Excel, Power point; and
• Excellent attendance record
