Job Description

As a Bilingual Business Analyst reporting to the Technology Lead at Worklinks Inc., you will play a critical role in optimizing payroll systems and processes by bridging the gap between business needs and technical solutions. Your work will directly impact operational efficiency, compliance, and customer satisfaction across payroll operations on a national scale.

Responsibilities:

  • Requirements Gathering & Analysis

  • Lead the elicitation, analysis, and documentation of business and system requirements through client discussions, workshops, and data-driven techniques.

  • Translate business needs into clear, actionable user stories, use cases, and functional specifications for development and QA teams.
  • Prioritize requirements based on business value, risk, and stakeholder input.

  • Payroll Data Analysis & Reporting

  • Analyze payroll-related datasets (e.g., employee pay data, time tracking, tax withholdings) to uncover trends, identify anomalies, and generate actionable insights.

  • Develop dashboards and visual reports to support leadership in payroll forecasting, compliance tracking, and resource planning.
  • Ensure data accuracy and integrity across payroll systems.

  • Process Improvement & Automation

  • Assess and map current payroll processes to identify inefficiencies, redundancies, or compliance risks.

  • Recommend and support the implementation of process enhancements, system upgrades, or automation opportunities that reduce manual work and errors.
  • Quantify results (e.g., reduced processing time by 30%, decreased error rates by 15%).

  • Stakeholder & Cross-Functional Communication

  • Act as a liaison between payroll, support, finance, development, and external partners/vendors to ensure alignment and clarity of business needs.

  • Facilitate regular status meetings, requirement walkthroughs, and solution reviews to maintain stakeholder engagement and consensus.
  • Manage change effectively by communicating impact and coordinating training or support as needed.

  • Documentation & Knowledge Management

  • Create and maintain detailed documentation including process flows, standard operating procedures (SOPs), data dictionaries, test cases, and training materials.

  • Ensure documentation is up to date and accessible for audits, compliance checks, and onboarding.

  • System & Solution Support

  • Collaborate with QA and development teams to test payroll system enhancements or new implementations, ensuring functionality aligns with business requirements.

  • Support user acceptance testing (UAT), triage and troubleshoot defects, and validate system fixes.
  • Provide post-launch support and gather feedback for iterative improvements.

  • Compliance & Risk Awareness

  • Ensure business processes and systems comply with federal and provincial payroll regulations, including payroll tax and employment standards legislation.

  • Participate in audits, identify potential compliance gaps, and assist in remediation efforts.

  • Project Management Support

  • Contribute to project planning by helping define scope, timelines, and resource needs.

  • Track and report on key milestones, risks, and deliverables.
  • Ensure tasks are completed on time and escalate issues as needed.

Qualifications:

  • Bilingual: fully fluent in French/English (candidates under consideration will be required to complete language assessments to confirm both speaking and writing abilities.
  • Extensive Payroll Platform Experience: Minimum 5 years of hands-on experience work with leading payroll platforms. (e.g. ADP, Dayforce, UKG, Workday, SAP SuccessFactors, etc.)
  • Strong knowledge of Canadian Payroll Compliance: Minimum of 5 years of practical knowledge and application of Canadian payroll legislation, employment standards, and regulatory requirements across multiple provinces and territories. Proven ability to interpret and apply complex payroll rules to ensure accuracy and compliance.
  • Advanced Data and Analytical Skills: Proficiency in tools such as Microsoft Excel, SQL, and Power BI for reporting, data validation, and analytics.
  • Exceptional Communication and Collaboration Skills: Proven track record of working effectively with cross-functional teams, stakeholders, and external partners. Skilled in facilitation discussions, gathering business requirements.
  • Project Methodology Experience: Familiarity with project delivery frameworks such as Agile, Waterfall, or hybrid methodologies. Experience contributing to system implementations, process improvement initiatives, or change management activities is considered a strong asset.
  • Detail-Oriented and Solutions-Driven:Strong problem-solving skills with a focus on accuracy, efficiency, and continuous improvement. Ability to work independently while managing multiple priorities in a fast-paced environment.
