Description:

The National Institute of Industrial Property (INPI) is a major player in innovation and creation in France. It issues industrial property titles (patents, trademarks, designs), and acts in favor of economic development through its awareness and training activities.

The INPI is the operator of the one-stop shop for business formalities (creations, modifications, cessations) and the National Business Register. It ensures the dissemination of data on companies and industrial property.

The INPI actively participates in the development of law in the areas of intellectual property, support for innovation and the competitiveness of businesses, and the fight against counterfeiting, in France and internationally.

The INPI ensures the approval of artisanal and industrial geographical indications. It is a self-funded public establishment, placed under the supervision of the ministry in charge of industrial property.

In a context of strong evolution in the Institute's customer service offering, the INPI is looking for a MOE Project Manager/Applications Manager F/M on a permanent contract.

Your missions:

  1. Participate in the framing and development of the opportunity study with the project owner (MOA).
  2. Define a strategy and plan the completion of the project by anticipating risks (cost, deadline, etc.).
  3. Ensure coordination of the implementation (internal or external).
  4. Manage IT projects from their emergence phase to their production by coordinating all project stakeholders.
  5. Manage subcontracting operations and monitor relationships with external service providers.
  6. Ensure monitoring of corrective and evolutionary maintenance of applications.
  7. Participate in the assembly - drafting of market project sheets, CCTP, analysis of offers, amendment - and monitor the markets with the Market unit and the MOA.
  8. Ensure budgetary monitoring of its projects and applications.
  9. Ensure operational maintenance (MCO), including support, resolution and management of incidents, service requests, improvement requests and application updates.
  10. Formalize and update all production monitoring documents.
  11. Develop scripts/utilities for task automation.
  12. Implement application supervision in order to achieve proactive incident management.
  13. Communicate effectively on his/her actions and on the projects in which he/she participates and produce regular reporting of his/her activity.

Required profile:

Bac +5 training in Computer Science supplemented by at least 5 years of experience in a similar position.

Have a good knowledge of PHP, JavaScript, JAVA, Elasticsearch, Oracle, PostgreSQL and MongoDB technologies. Have a good knowledge of SQL, NoSQL languages and Shell or Python Scripting.

Have a good knowledge of REST/SOAP APIs and be able to use a tool launching these APIs (e.g. Postman, SOAP UI). Master Linux environments. Experience in the finance/accounting field will be a plus.

Precise and rigorous, you know how to anticipate, adapt, analyze and interpret information and implement communication techniques and tools. You enjoy teamwork and demonstrate interpersonal skills. Your ability to take a step back allows you to appreciate projects in their entirety and to be proactive.
