The Sponsor requires support related to providing technical analysis and support to cyber operations; which will entail expertise in analyzing and synthesizing collection to evaluate and extract relevant data, preparing written reports, providing briefings. The contractor should be knowledgeable of current cyber trends and be able to apply that knowledge to meet the Sponsor’s dynamic technical requirements. The Sponsor also requires support to provide knowledge management support to further ongoing Sponsor initiatives which consists of organization, project management, development of technical materials, and coordination for focused web-based portals, websites and training.
Responsibilities
Provide technical analysis support and assistance to the Sponsor’s virtual and cyber operations
Review technical collection, evaluate and extract relevant data, and prepare written reports and briefings as necessary
Develop systems to support chats, process incoming and outgoing data, understand the implications of technology on security, and maintain documentation relating to the systems
Maintain knowledge of technical tools used and engage in continuous learning regarding new technologies to support Sponsor operations
Possess an advanced understanding of cyber operations to include knowledge of internet protocols, IP addressing methodology, and implications of geolocation, fraud detection, and spoofing techniques
Communicate complex technical concepts, describe technologies used and the rationale behind them, and discuss technical risks and mitigation strategies
Have the knowledge required to initiate vetting of meta-data and know how to report that in the context of vetting requirements
Collaborate with other departments and serve as a conduit to the technical analysis team in identifying opportunities for advanced technical
Read and respond to Sponsor communications
Assist in developing technical documents including user manuals, training materials, website content, feedback forms and reports
Work with multiple teams to edit functional descriptions, internal websites and databases, special reports and other deliverables and documents
Facilitate organization-wide meetings, information sessions and activities, such as brainstorming, training and informal brownbag sessions
Track and maintain information on specialized Sponsor software and tool update releases to manage information on potential impact, use, and accessibility for the Sponsor workforce. Respond to direct management and other high‑profile taskings, to include project management duties to maintain schedule and ensure periodic review.
Provide documentation, reports and information updates to the Sponsor on ongoing activities and Sponsor directed initiatives
Confer with team members, customers and service providers to discuss, analyze, or resolve website and knowledge repository usability issues
Prepare reports, periodic updates and correspondence concerning project specifications, activities and status
Produce useful information presented in clear views that enable leadership to make informed decisions. Output can be in the form of metrics, progress‑tracking visualizations, charts, schedules and other visually appealing and effective manners for communicating regarding ongoing projects that span the activities of the office and the organization.
Requirements
TS/SCI FSP Clearance
Demonstrated experience using social media platforms and an understanding of how these platforms operate, to include use of fraud detection techniques
Demonstrated experience in advanced cyber operations to include knowledge of internet protocols, IP addressing, and use of virtual machines and emulators
Demonstrated experience working to mitigate the impact of geolocation and fraud detection on operations
Demonstrated experience and detailed knowledge of Intelligence Community Directives (ICDs) related to cybersecurity, to include ICD 503
Demonstrated experience using critical thinking skills to innovate and resolve issues
Demonstrated experience securely working with and designing websites and an understanding of the risks and proper use of encryption technologies as well as commercial messaging applications
Desired Skills
Demonstrated experience developing methods to harden Sponsor processes and procedures against security threats
Demonstrated experience working to execute Sponsor mission and working successfully and collaboratively with Sponsor elements and components
Demonstrated experience or knowledge of Sponsor documentation
Foreign language capability in Arabic, Swahili, French, Pashto, Russian, Turkish, or Somali
