About

Chief Financial Officer

Direct and manage the operation of all financial and business affairs of the district including budgeting, accounting, payroll, purchasing, risk management, human resources, Public Education Information Management System (PEIMS), and tax collection. Serve as the chief financial adviser to the superintendent and board of trustees.

Bachelor's/Master's degree in finance or accounting

Certified Public Accountant (CPA) license preferred

Advanced technical knowledge of school finance, budgeting, accounting systems, experience in excess revenue calculations, and 313 agreements

Working knowledge of financial applications and accounting

Strong communication, public relations, and interpersonal skills

Ability to use personal computer and software to develop spreadsheets and perform data analysis

Ability to interpret policy, procedures, and data

Ability to manage budget and personnel

Ability to coordinate district functions

Ability to work alongside Superintendent's executive team

Director level or above experience in school district business management required

Keep the superintendent informed on the business affairs of the district.

Coordinate the preparation of the budget and development of long-and short-range objectives for the business operations of the district.

Approve all general fund, debt service fund and capital projects fund budget adjustments, additions, and deletions.

Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance.

Review auditing program for all funds and assist the district's independent auditors in conducting the annual or periodic audit.

Review period cash flow analysis to aid in determining cash available for investment and payment of bills.

Review and oversee the district investment portfolio.

Review and approve all employee reimbursement requests and maintain control of budget by verifying availability of funds.

Plan and conduct needs assessments for improvement of district business operations.

Work with district personnel to project student enrollments, staffing needs, building and facility needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.

Oversee the business office budget and ensure that programs are cost-effective and funds are managed prudently.

Provide leadership to achieve cost-effective practices throughout the district.

Ensure that business operations support the district's goals and objectives.

Responds appropriately to changing financial needs and provides timely responses to request for assistance from district administrators.

Provide budget managers and their staff with information/training concerning budget management.

Assist in planning and implementation of district compensation plan.

Develop professional skills appropriate to job assignment.

Oversee current computerized inventory records of the district's fixed and movable assets.

Supervise maintenance of a timely replacement cost asset listing for insurance purposes.

Supervise the preparation of bids and bid specifications.

Oversee bid openings and tabulation of results and prepare written recommendations as appropriate.

Implement policies established by federal and state law, State Board of Education rule, and local board policy in area of business operations and school finance.

Observe professional and ethical standards of behavior in accordance with Texas Education Agency and Texas State Board of Public Accountancy code of ethics.

Compile, maintain, and file all physical and computerized reports, records, and other documents required.

Prepare and/or review as well as evaluate monthly financial statements and related budget reports.

Oversee preparation and publish comprehensive annual financial report in compliance with Association of School Business Officer (ASBO) and Government Finance Officers Association (GFOA) standards.

Develop semi-annual financial information for submission of data to TEA.

Develop training options and/or improvement plans to ensure exemplary personnel and business operations.

Recruit, train, supervise, and evaluate personnel and make sound recommendations relative to personnel placement, assignments, retention, discipline, and dismissal.

Provide positive reinforcement of staff work.

Demonstrates active participation in Cabinet.

Demonstrates management practices that promote collegiality, teamwork, and collaborative decision-making among members of the staff and leadership team.

Articulate the district's mission to the community and solicit its support in realizing the mission.

Demonstrate awareness of district and community needs and initiate activities to meet those identified needs.

Participate in activities that help build community support of the schools.

Attend board meetings and regularly make presentations to the trustees.

Supervise and evaluate the performance of assigned staff, including director of finance, purchasing coordinator, database administrator II, PEIMS coordinator, secretary, and coordinator, payroll.

Standard office equipment including personal computer and peripherals

Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting

Repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching

Occasional light lifting and carrying (less than 15 pounds)

May work prolonged or irregular hours; occasional districtwide and statewide travel

Work with frequent interruptions; maintain emotional control under stress

Administrative Pay Grade 7, 12-Duty Months

Salary range: $150,000 - $190,000

Salary negotiable and commensurate with experience.

The district contributes $400/monthly to the cost of "employee-only" health insurance which is $175/monthly greater than the state required amount of $225/monthly.
