Job Overview The County seeks an experienced IT professional to lead countywide information technology operations, services, personnel, projects, and resources. The role supports secure, reliable technology solutions that advance county operations and service delivery. Essential Duties Strategic Planning Plan, coordinate, and prioritize major technology initiatives and upgrades. Establish and enforce IT governance, operational procedures, technical standards, and security policies. Assist in developing and administering the IT budget, capital requests, software licensing, and procurement activities. Develop business case justifications and cost/benefit analyses for IT spending and initiatives. Direct research on potential technology solutions and implementations. Benchmark, analyze, report on, and recommend improvements to IT infrastructure and systems. Ensure compliance with laws, regulations, policies, cybersecurity obligations, and audit recommendations.
Acquisition & Deployment Authorize and oversee deployment, monitoring, and maintenance of hardware and software. Manage IT projects from initiation to completion, ensuring deadlines, budgets, and quality standards are met. Collaborate with cross‑functional teams for successful project implementation. Manage vendor relationships and ensure timely acquisition of resources and technical support. Facilitate user training programs to promote effective technology adoption. Coordinate technology services with elected offices, county departments, public safety, courts, and external partners. Implement IT policies and procedures for architecture, security, disaster recovery, standards, purchasing, and service provision.
Operational Management Monitor project progress, identify and mitigate risks, and report on status. Oversee daily operations related to network infrastructure, servers, cloud services, endpoint management, telecommunications, enterprise applications, and user support. Review IT system performance to determine operating costs, productivity levels, and upgrade requirements. Define and communicate project milestones, SLAs, and resource allocation to executive teams and end users. Evaluate hardware and software purchase requests and review solutions for compliance. Negotiate and administer vendor, outsourcer, and consultant contracts and service agreements. Maintain regular written and in‑person communications with executives, department heads, and end users. Coordinate operational readiness for emergency response, continuity of operations, and system recovery. Support county cybersecurity efforts, including controls, incident response, user awareness, vulnerability management, and business continuity planning.
Leadership Act as IT Director in absence or as assigned. Direct countywide IT operations, service delivery, and technical support functions. Supervise and evaluate managers, supervisors, technical staff, contractors, and consultants. Manage IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions. Provide coaching, counseling, and disciplinary support as needed. Prepare reports, presentations, recommendations, and briefing materials for executive leadership and stakeholders.
Additional Duties – Other duties as assigned. Qualifications Education : Bachelor’s degree from an accredited college or university in Computer Science, Information Technology, Information Systems, or related field. Experience : Minimum six (6) years of progressively responsible IT experience, including at least two (2) years in a full‑time supervisory or managerial role; at least one (1) year managing enterprise‑level technology projects. Licenses / Certifications : Valid driver’s license; required to obtain CompTIA Security+ and ITIL 4 (or equivalent) within 12 months of hire. Project Management certification (e.g., PMP, CAPM, Project+) is a plus. Background Checks : Must pass NCIC background and driving record check. Post‑offer medical exam, polygraph, and other standard screenings required. Knowledge, Skills, and Abilities Strategic IT planning, governance, and policy development. Enterprise IT infrastructure (networks, servers, cloud, telecommunications). Systems analysis, design, integration, and lifecycle management. Cybersecurity principles, frameworks, vulnerability management, and incident response. Applicable federal, state, and local regulations (CGIS, HIPAA, FERPA, NIST). Project management methodologies and practices. Software application implementation and administration. Database administration and data management principles. Human resource management practices and organizational improvement strategies. Excellent communication, leadership, and customer service skills.
