Job Summary:
The Director of Housing, Shelter & Support Services provides strategic leadership and operational oversight for housing, shelter, outreach, navigation, tenancy support, and other assigned supportive service programs. This role is responsible for ensuring compliant, trauma-informed, and effective service delivery aligned with agency standards, contractual requirements, and applicable regulations.
The Director oversees divisional operations, staff development, program performance, fiscal accountability, compliance, and community partnerships to support housing stability, positive client outcomes, and operational effectiveness across assigned programs.
Responsibilities:
- Provide strategic leadership and operational oversight for housing, shelter, outreach, navigation, tenancy support, and other assigned supportive service programs.
- Ensure compliance with all applicable federal, state, licensing, accreditation, contractual, grant, and agency requirements.
- Oversee program operations to ensure services are trauma-informed, culturally responsive, evidence-based, and aligned with approved program models, housing stability practices, behavioral health coordination, and service delivery expectations.
- Provide leadership, supervision, coaching, and accountability to Associate Directors, Program Managers, Supervisors, and assigned leadership staff.
- Support recruitment, onboarding, retention, staff development, succession planning, and performance management across assigned programs and divisions.
- Monitor program performance indicators including referrals, staffing levels, occupancy and census data, service timelines, documentation standards, billing requirements, grant deliverables, housing stability outcomes, and client outcomes.
- Oversee quality assurance and continuous improvement activities including audits, file reviews, incident reviews, corrective action plans, monitoring activities, and performance improvement initiatives.
- Ensure accurate and timely documentation, reporting, billing practices, audits, HMIS/data tracking, referrals, and compliance activities in accordance with contractual, regulatory, funding, and agency requirements.
- Review operational trends, staffing needs, program performance data, compliance risks, and community needs to support informed decision-making and operational improvements.
- Monitor divisional budgets, operational expenditures, staffing resources, contracts, grants, and service capacity in collaboration with leadership and finance teams.
- Develop and maintain collaborative working relationships with Continuums of Care (CoC), AHCCCS providers, behavioral health partners, funders, municipalities, licensing entities, community agencies, schools, and other stakeholders.
- Support oversight of shelter operations, housing stabilization services, outreach operations, tenancy support services, compliance monitoring, training initiatives, and supportive-service programming across assigned divisions.
- Collaborate with program leadership, compliance staff, operations, philanthropy, finance, human resources, quality management, and community partners to support operational effectiveness and audit readiness.
- Ensure programs maintain readiness for audits, licensing reviews, corrective action plans, contract monitoring activities, grant reviews, and external evaluations.
- Respond to escalated operational, employee relations, compliance, safety, facility, and client concerns in collaboration with agency leadership and support departments.
- Ensure adherence to mandated reporting requirements, confidentiality standards, safety procedures, housing regulations, and agency policies.
- Participate in strategic planning, leadership meetings, organizational initiatives, and divisional improvement efforts.
- Support implementation and management of organizational and operational changes using a collaborative and solutions-focused leadership approach.
- Maintain professional representation of A New Leaf in all internal and external interactions.
- Attend meetings, trainings, community collaborations, and special projects as assigned by leadership.
Qualifications:
Education:
- High school diploma, GED, or equivalent required.
- Bachelor's degree in Human Services, Social Work, Public Administration, Behavioral Health, Business Administration, or a related field preferred.
- Equivalent combination of education and experience may be considered.
- Arizona behavioral health or social work licensure preferred depending on assigned programs.
Experience:
- Minimum of five (5) years of progressively responsible leadership experience in housing services, shelter operations, homelessness response systems, supportive services, behavioral health, or related human services programs.
- Minimum of three (3) years of leadership or management experience overseeing staff, program operations, compliance functions, and multi-site service delivery.
- Experience managing housing, shelter, outreach, tenancy support, CoC-funded, AHCCCS-supported, grant-funded, or community-based programs preferred.
- Demonstrated knowledge of homelessness response systems, trauma-informed practices, housing stability models, supportive-service delivery, behavioral health coordination, and community-based resources.
- Experience with program compliance, audits, corrective action planning, grant management, quality management, and performance monitoring.
- Strong leadership, organizational, communication, conflict resolution, and relationship-building skills.
- Experience managing operational priorities, staff development, budgets, and cross-functional collaboration in a fast-paced environment.
- Proficient in documentation standards, HMIS/data tracking, reporting practices, and use of electronic systems related to program operations.
Working Conditions/Physical Requirements:
- Primarily office-based work with regular travel between program locations, shelters, housing sites, community partner meetings, agency locations, and stakeholder meetings throughout the East and West Valley.
- Frequent attendance at meetings, trainings, community events, licensing reviews, outreach activities, and operational oversight activities at multiple service locations.
- Ability to sit for extended periods while working on a computer.
- Occasional lifting of up to 25 lbs. for materials or office supplies.
- Exposure to shelter and community-based environments with occasional noise, odors, crisis situations, and unpredictable client behaviors.
- Ability to manage multiple priorities, deadlines, operational responsibilities, and crisis situations in a fast-paced environment.
- Must be able to maintain confidentiality, professionalism, and sound judgment in all employee, client, and community interactions.

Mandated Reporter Requirements:
- As a mandated reporter under Arizona statute A.R.S. 13-3620, you are required to immediately report any suspected abuse or neglect of a minor to your Supervisor, Manager, Director, Clinical Director, or Chief Officer, who will assist in making the appropriate report to authorities.
- Reports should be directed to either the local law enforcement agency or child protective services (1-888-SOS-CHILD). Abuse suspected of involving a family member or legal guardian should be reported to child protective services, while other cases should be reported to law enforcement.
