Title of Position:Digital Asset Manager Light Rail Salary: €82,368 - €108,135 Background Reporting to the Senior Asset Manager the Digital Asset Manager Light Rail, will be part of the Asset Management team within the broader Light Rail Network Management Section of TII. The purpose of the role is to implement digital information management initiatives that contribute towards the creation of a digital equivalent (aka Digital Twin) of the physical light rail infrastructure. The primary responsibilities of the role are: To establish the Information Management Framework for light rail, specifically for the operational asset. This comprises developing key standards, processes and procedures for the Asset Management unit to assist with the governance and management of network data and asset management data. Coordinate the implementation of digital technology to be used by the Asset Management unit such that it enables effective management and dissemination of information about the light rail asset to key stakeholders Working with your colleagues in Asset Management ensure the delivery of asset condition surveys in a suitable format to aid the utilisation of condition surveys to target asset enhancement works. Coordinate the activities of direct reports to help deliver tasks assigned to you in the areas of digital information management Deliver a digital equivalent for all light rail infrastructure at a level of granularity suitable for asset maintenance activities. Role and Responsibilities Lead information management for asset renewal and network enhancement projects to deliver comprehensive, accurate and accessible records for these works Oversee information quality assurance and validation processes, ensuring compliance with relevant information management standards such as ISO 19650 and ISO55000 Working with colleagues across TII to maintain As-Built and Safety File records of the light rail asset, ensuring they are accurate and accessible to staff Contribute to strategies and policies influencing the delivery of TIIs Climate Adaptability and Sustainability initiatives for light rail Engage with the Operations and Maintenance Contractor (current and future) ensuring asset information is managed and exchanged effectively between all parties Manage risks associated with digital delivery and project data, including data security and information governance Coordinate a training programme that advocates the values and benefits of digital asset management Management of direct reports / staff and ensure their development and performance through performance management and on-going professional development. Manage and develop relationships with various stakeholders including government departments, agencies, contractors and consultants working as part of the overall delivery of light rail services Preparation of reports and dashboards relating to asset information Assist with projects which improve Luas services and support delivery of Lifecycle Asset Renewal and Network Enhancement Projects. Assist with the preparation and prioritisation of maintenance plans for the light rail Assist the Senior Asset Manager to continuously improve asset management and asset management practices within the light rail network management section, staying abreast of industry developments for the light rail sector. Work closely with the other colleagues within the Light Rail Network Management team as well as with TIIs safety section and the Commission for Rail Regulation (CRR) on safety related matters and the development of safety management systems (SMS) for the light rail team. To undertakesuch tasks, activities or other duties as may be required or assigned as appropriate to the grade. All the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation. Education & Experience Degree or 3rd level professional qualification (NFQ Level 8 or equivalent) in Information Management, Information Systems, At least seven years relevant experience in a senior position, with a preference for candidates who have some experience in light rail, heavy rail or other public infrastructure or operations roles. At least 2 years experience of working in the areas of Digital Construction, Information Management, GIS or BIM. Demonstrated ability to manage multiple workstreams concurrently, effectively prioritising tasks to ensure focus on critical activities. Strong experience of cultivating and maintaining effective relationships with key stakeholders and contractors. Good people management skills and proven team player who is willing to work as part of a wider team. Good experience of working with colleagues in other disciplines and departments in identifying and implementing solutions to problems. Knowledge and experience of management of operations, including the application of risk management and project governance. Some experience in public procurement, including writing specifications, preparing data room information, responding to queries from tenderers, and evaluating pre-qualification submissions and tenders, would be advantageous. Strong communication skills, with the ability to present complex information clearly and concisely to a variety of audiences. Good negotiation skills and good stakeholder management and relationship skills. A strong commitment to public service and upholding high standards of honesty, ethics and integrity.
