POSITION SUMMARY This position involves the collection, processing, analyzing, and dissemination of data and information related to fire service operations, emergency responses, fire prevention, and public safety initiatives. Data is primarily generated from internal fire department reports and records. Additional data may be obtained from other city departments, public safety agencies, government organizations, and private entities. This position is not involved in emergency response or fire suppression activities. Provides strategic-level analysis to support departmental planning, resource allocation, performance evaluation, and technology integration. Provides analytical and technical support to operational units and administrative staff. Serves as a trainer and technical resource for staff in using data systems and technology tools for analysis and reporting. This position also maintains and manages a variety of information and technology functions for the fire department. This includes, but is not limited to, fire station alerting systems, radio systems, computers, mobile data terminals.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Collects valid and reliable data and applies systematic analysis techniques to identify patterns, forecast incident trends, and evaluate performance metrics related to fire services.
Utilizes analytical methods such as geospatial mapping, response time analysis, resource deployment modeling, statistical analysis, and data visualization to support decision-making across the department.
Maintains a secure system of records in which evaluated data is cross-referenced to reflect operational relationships and ensure efficient data retrieval.
Develops and manages systems capable of generating actionable insights from department records and other data sources; manages the dissemination of findings to appropriate personnel and units.
Develops and manages a variety of information and technology functions such as communication devices, software systems, fire station alerting systems, radio systems, computers, mobile data terminals, SharePoint sites, email systems, security systems, and other related technologies.
Establishes procedures for the safeguarding and secure storage of sensitive operational and public safety data.
Supports the collection, analysis, and sharing of information across internal and external stakeholders, including regional emergency response partners and city departments.
Writes clear, concise reports that detail analytical findings, trends, and recommendations to support strategic planning and operational improvements.
Uses geographic information systems (GIS) to visualize and analyze fire incidents, hazards, response coverage, and department performance.
Represents the department in collaborative data and technology initiatives with other fire departments, city departments, and public agencies.
Provides analytical and technical support to other agencies or departments as directed by the Fire Chief or designee.
Develops and supports department-wide applications and dashboards for tactical and administrative functions, including training of personnel in their use.
Coordinates data and technology projects with other city departments or contractors, ensuring alignment with fire department objectives and city standards.
Partners with department staff to identify and implement data-driven solutions for process improvement, resource allocation, and reporting needs.
Performs related duties as required.
Performs other work as required and assigned.
MINIMUM QUALIFICATIONS
Bachelor’s degree in Data Analytics, Fire Science, Emergency Management, Computer Science, Information Technology, Geographic Information Systems, or related fields.
Demonstrated working knowledge of current software and systems used for data analysis, reporting, and information management within a public safety or municipal setting.
Valid Minnesota issued driver’s license that is unrestricted except for corrective lenses, or able to attain one by appointment.
DESIRED QUALIFICATIONS
Prior experience working with a fire department, Emergency Medical Service agency, or public safety organization performing data analysis, systems support, or similar analytical functions.
Experience and training in data analysis, statistics, research methods, and data visualization tools.
Knowledge of fire service operations, response protocols, fire prevention, and emergency medical services.
Ability to be trained on and adhere to relevant federal, state, and local regulations and data standards related to public safety analytics and reporting.
Strong problem-solving, analytical, and communication skills with the ability to clearly present data insights to a wide range of audiences.
Proficiency in Microsoft Office (Word, Excel, and PowerPoint); experience using GIS or computer-based analysis programs.
WORKING HOURS
A basic work week consists of forty (40) hours. This position is subject to after-hours calls and emergencies.
Hours may include nights, weekends and holidays.

Ability to remain stationary at a desk for prolonged periods of time. Must have the manual dexterity to manipulate computer keys and typing and other office equipment.
Ability to communicate effectively, verbally and in writing, to the extent that for long periods of time will be in front of a computer screen and must be able to read and comprehend information from electronic and print sources.
Ability to move about the department making personal contacts with employees, attend meetings independently, not only in the building but in the City of St. Cloud and other places throughout the state of Minnesota.
Ability to attend training sessions and meetings in and out of state utilizing vehicles for transportation, as well as air travel.
Ability to perceive detailed information through oral communication as well as to assist the public.
Ability to work in an office environment.
Ability to reason and react calmly; must have above-average practical judgment in order to effectively assess large amounts of data and draw reasonable, intuitive judgments and conclusions from that data.
Must be free of conditions which would endanger self or others in the carrying out of highly confidential duties; must demonstrate a high level of social maturity and self-assurance and have sufficient life experience to exercise seasoned judgement when evaluating highly sensitive data.
Ability to operate office equipment such as computers, printers, fax machine, calculators, telephone systems, etc.
