*Overview*
The Stacia Group, LLC is seeking a broadly experienced Senior Project Manager in Chantilly, VA. The IT External Systems & Data Migration Senior Project Manager will lead the planning, integration, and management of external IT environments and oversee complex data migration projects for the Space Development Agency (SDA). This role is a critical component of the Systems Engineering group, serving as the subject matter expert for external systems, including closed isolated networks (CINs), commercial cloud enclaves, and storage area networks (SANs). The position is responsible for managing the full lifecycle of data migration initiatives, ensuring the secure and efficient transfer of data between platforms. The successful candidate will drive technical projects from initial requirements through to completion, ensuring alignment with user requirements and organizational expectations while maintaining seamless integration with DoD and IC systems. This is a non-telework position.
*Principle Responsibilities and Duties*
External IT Environment Management:
-- Serve as the lead subject matter expert for the planning, implementation, administration, and security of external IT environments, including CINs, commercial IL (classified & unclassified) cloud enclaves, and SANs.
-- Lead the accreditation process for new and existing external environments, ensuring compliance with NIST requirements and developing Risk Management Framework (RMF) packages.
-- Advise leadership on technical strategies for managing and securing accredited external systems.
-- Work with internal stakeholders and external partners to define requirements for connectivity, access, and performance of external IT solutions.
Data Migration Management:
-- Lead and manage the end-to-end process for migrating data from on-premises and service provider-hosted platforms to new software or network environments.
-- Develop detailed project plans that identify milestones, dependencies, and all required actions for successful data migration.
-- Manage and preserve critical data attributes during migration, including folder structures, parent-child relationships, access permissions, and security constraints specific to the originating and receiving environments.
-- Utilize project management tools (e.g., MS Project, Jira, Planner) to track progress and convey project status to senior leadership.
Project & Stakeholder Management:
-- Oversee the full lifecycle of external system and data migration projects, from planning and requirements gathering through to deployment and operational handoff.
-- Champion user requirements and organizational expectations across the scope of the project to facilitate the best possible outcomes.
-- Compile system requirements from SDA programs and cells, solicit leadership approval, and complete all necessary project documentation.
-- Develop and author Standard Operating Procedures (SOPs) for new systems and processes, ensuring they are stable before handing them off for long-term operations and maintenance.
Technical Execution & Integration:
-- Serve as the subject matter expert for assigned classified networks and IT capabilities related to external systems, advising staff on available services and managing existing infrastructure.
-- Oversee the acquisition of necessary hardware/software and supervise deployed systems to assure compliance with all operating and security requirements.
-- Support SDA's technical and PWSA mission cells by delivering required data and capabilities to external environments and remote facilities.
*Qualifications*
-- Must possess an active Top Secret (TS) clearance and be SCI eligible.
-- Must hold a current Security+ certification or a higher-level DoD 8140/8570 certification.
-- 10-15 years of project management experience in government IT systems.
-- Demonstrated experience in the planning, administration, and security of external IT
environments (e.g., CINs, Cloud Enclaves, SANs).
-- Proven experience managing complex data migration projects, with a strong understanding of data structures, permissions, and security.
-- Familiarity with the cyber accreditation process and experience developing Risk Management Framework (RMF) packages.
-- Demonstrated knowledge of DoD network and information systems (NIPR/SIPR/JWICS) to include SharePoint.
-- Proficiency with project management tools such as MS Project, Jira, or Planner.
-- Excellent briefing and writing skills, with the ability to convey technical concepts clearly to both leadership and general users.
-- Bachelors of Science degree (minimum).
*Preferred Qualifications*
-- 15+ years of project management experience defining requirements, schedule, and major milestones with end-to-end oversight of DoD IT systems.
-- PMP certification.
-- Knowledge of USAF/USSF AFNet networks, information systems, policies, and regulations.
-- Strong technical knowledge of network planning, design, and administration in a classified environment.
-- Experience in enterprise-level, multi-location campus IT, network, and domain support
operations.
-- Proven experience authoring technical documentation related to system integration, information security, and classified data handling.
-- Bachelors of Science in an IT field.
Pay: $210,000.00 - $215,000.00 per year
