Technical Business Analyst – Operations & Policy Analyst 2, Commerce and Compliance Division (CCD) This position is located in Salem and reports to the Program Modernization & Business Operations Manager. The Technical Business Analyst evaluates and visualizes business data, works on cross‑functional project teams, researches with external partners, and assists with infrastructure updates to support the division’s modernization efforts. Responsibilities Coordinate divisional business systems initiatives such as maintenance, enhancements, implementations and upgrades. Monitor progress and ensure compliance with applicable laws, rules, policies, standards and procedures. Serve as subject‑matter expert and system steward for CCD business systems and ensure effective daily data management. Evaluate potential IT projects and develop estimates of cost, duration and resource requirements. Conduct research related to motor carrier transportation issues. Explain technical and legal issues in a clear manner and provide information through agency communication tools. Develop division‑wide standards and goals, and document and evaluate performance in achieving them. Craft policy documents that complement agency guidelines and express divisional expectations. Write training objectives, create training plans and coordinate content with management and human resources. Maintain training and policy materials and solicit feedback from CCD managers and trainees to update content as needed. Work in a typical office environment and accommodate hybrid work options 85% of the time. Minimum Qualifications Combination of experience and education equivalent to five years of experience that supports the knowledge and skills for business analysis or data analysis, or Bachelor’s degree in business or public administration, behavioral or social sciences, finance, political science, or a field demonstrating capacity for the required knowledge and skills, plus two years of professional‑level evaluative, analytical and planning work related to business analysis or data analysis. Preferred Qualifications Ability to analyze complex business processes, technical systems and operational data to identify improvements, support modernization efforts and develop practical solutions. Skilled at translating technical or policy information into plain language for diverse audiences while facilitating collaboration across teams and partners. Experience supporting system implementations, process improvements, organizational change initiatives and cross‑functional project coordination in a fast‑paced environment. Proficiency in data analysis, reporting and visualization tools such as Excel and Power BI, with the ability to synthesize information into actionable insights for management. Demonstrated ability to build positive working relationships, manage competing priorities, adapt to changing business needs and contribute to a culture of continuous improvement and innovation.
