Sr. Project Manager

Location: Remote Duration: Long Term Client: The City of Philadelphia (City) Water Revenue Bureau (WRB)

This position directs the daily activities of the technology managers and related staff, based on the requirements of WRB and OIT management. The project manager maps priorities, and a complex and diverse set of changing requirements, with changing priorities, against available resources and skillsets, and provides advice to the Technology Managers on how best to implement those requirements, and schedule those resources and tasks, and deliver the required scope. The project manager will craft and manage the project and its tasks, requirements, tasks and assignments, software vendor staff, and collaborate with WRB functional teams, OIT technical teams, and the key managers of those departments. The project manager also strategizes and oversees major system upgrades and updates performed through a combination of the software vendor, WRB resources, and OIT resources. The Project Manager tracks the work efforts and deliverables of everyone on the team and produces financial governance reporting. The Project Manager also provides oversight and advice on major technical strategies for the operational systems.

Required Skills:

  • 15+ years experience in managing a staff doing enterprise development work.
  • 10+ years knowledge of project lifecycle (SDLC) phases and activities
  • 15+ years experience in functional understanding of water billing processes/procedures
  • 10+ years basis2 water billing system experience
  • 10+ years water billing implementation package experience
  • 5+ years Oracle R12 E-Business Suite application experience
  • 10+ years experience in project/program management
  • 10+ years defining requirements and developing detailed technical specifications.
  • Excellent written and oral communications. Strong organizational and analysis skills
  • Proven unit, development, and test and change management program experience.
  • Knowledge of testing processes and activities to confirm expected outcomes.
