Overview Client seeks a Technical IT Project Manager to support the district government’s Procurement Automated Support System (PASS) Modernization Project, replacing the existing on‑premises procurement management system with a new cloud solution (Oracle). The role involves providing technical feedback and coordinating and aligning partner agencies responsible for updating system architecture, data warehousing, and integration with other key District systems, including the Contracts and Procurement Transparency Portal. The Technical IT Project Manager reports to the Project Management Office of the Division of Systems, Data & Performance.
Roles and Responsibilities
Lead project planning and execution activities: build and maintain integrated project schedules, develop and maintain project documentation; coordinate weekly status reporting; prepare PMO status updates; create executive‑ready presentations; and organize project artifacts using Microsoft Teams and SharePoint.
Oversee and coordinate all technical and functional activities related to the migration to the new data warehouse, feature upgrades, sunsetting of the old data warehouse, and supporting system architecture updates.
Translate the project’s technical strategy into actionable plans covering resource alignment, timelines, communications, change management, system integration activities, go‑live preparations, and post‑go‑live support.
Serve as a liaison across PMO leadership, technical teams, and partner agencies to support coordination, alignment, and transparent communication.
Ensure alignment between client, partner agencies, technical workstreams, and the broader PASS Modernization project team, including data integration, system interfaces, cloud solution architecture, and security requirements.
Facilitate collaboration between partner agencies, internal workstreams, and technical teams to ensure timely resolution of dependencies, risks, and technical challenges.
Ensure all technology activities, deliverables, and artifacts comply with District standards and quality expectations, including security, data governance, testing, and architectural review processes.
Coordinate resources, balance competing priorities, and monitor progress to keep the technical workstream aligned with PMO schedules and project milestones; update plans and collaborate with PMO leadership to mitigate risks and interdependencies.
Apply prior experience with large IT modernization efforts to develop and maintain complex Microsoft Project or Agile timebox schedules, align timelines and deliverables across partner agencies, stakeholder groups, and technical domains, track project milestones, and prepare clear progress reports for leadership.
Oversee project scope, risks, actions, issues, and decisions (RAID) for the technical workstream, and support change‑management and communications activities as part of the larger program.
Maintain high‑quality organization of all project documentation and ensure accessibility for project team members.
Participate in PMO, Steering Committee, and technical architecture meetings, documenting outcomes and ensuring follow‑through on decisions.
Provide comprehensive support to the PMO throughout the full lifecycle of the modernization project.
