Purpose:
Work within the Financing, Analytics, and Data Governance Division and Health Services Administration (HSA) to assist staff with functions and tasks related to the continuing development and operation of the Transitional Medicaid Statistical Information System (TMSIS) report program with the Centers for Medicare and Medicaid Services (CMS).
Duties and Responsibilities:
Utilize the CHAMPS Data Warehouse and other relational database products to perform investigative studies and remedial solutions to TMSIS-processed data as provided by CMS in the monthly Data Quality Tracking Report.
Analyze data in the current TMSIS file layout version and identify data mapping improvements and accuracy solutions. This includes obtaining CMS required data not currently accessible in the CHAMPS Data Warehouse.
Produce extracts using T-MSIS submissions and the CHAMPS Data Warehouse to respond to ad hoc requests from internal and external stakeholders.
Help in the preparation of responses to questions from CMS/Mathematica as required.
Meet with CMS and affiliated contractors to provide updates on data quality assessments and other TMSIS priorities.
Perform investigative analysis on the TMSIS Analytic Files (TAF) outputs including, but not limited to, the Per Capita Expenditure Report and the Behavioral Health Conditions reports.
Assist in preparing Source-To-Target (S2T) revisions as required from changes or additions to TMSIS reporting requirements.
Create quality assurance queries based on CMS data validation rules to analyze and identify errors prior to monthly submissions.
Always represent the best interest of MPHI and MDHHS.

Qualifications/Requirements: Education:
Bachelor’s Degree, business, data, or IT fields preferred.
Experience:
Prior experience in health care-related field preferred.
Important Skills and Characteristics:
Knowledge of various relational databases and software applications and products such as Teradata SQL Assistant, BI Query, Azure DevOps, and Microsoft Office applications.
Effective oral and written communication skills including business and technical documentation.
Curiosity and problem-solving skills.
Ability to perform within a multi-person workgroup setting.
Ambitious, self-directed, and self-motivated.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS:
This position has a direct impact on the quality of services provided by MPHI to MDHHS. Data analyst will have direct contact with various HAS staff including program policy and operations subject matter experts. In addition, data analyst will have interaction with HSA Information System contractors. Data analyst will be responsible for the delivery of clear and useful analyses, recommendations, and reports. The quality of the work and the professionalism exhibited by the data analyst is directly reflected in the reputation and perceived value of the Michigan Department of Health and Human Services (MDHHS).
For purposes of employment standards, this classification is “E” exempt from overtime provisions of the fair Labor Standards Act.
