Job Summary The Clinical Data Analyst III supports healthcare metrics, quality and process improvement activities by producing healthcare outcome measurements for internal and external reporting. Responsibilities include data quality assurance, program development, specification documentation, and report creation.
Responsibilities also encompass designing, developing, and maintaining complex data projects and reports, often requiring periodic maintenance on a weekly to annual basis. The analyst works with Information Systems analysts to transition ongoing reports to production when feasible.
This role interprets and documents both written and verbal specifications, interviews with clients to gather complete details, and comprehends relationships among encounter, claim, membership, and provider databases. The analyst supports quality improvement activities, including quarterly reports comparing health outcomes to national targets and percentiles from recognized organizations such as NCQA and CDC. The position serves as a subject‑matter expert, resource, and mentor for other staff.
Duties Design, develop, and maintain complex ongoing data projects; create ad‑hoc and production reports; produce accurate, timely results based on client specifications; document quality control and periodic results; devise work‑arounds to meet specifications.
Investigate and document organizational data flow and sources; provide thorough documentation of current data sources, flow, processes, and procedures for coding, grouping, QC, linking, and seeding data.
Develop analytical programs, databases, and routine procedures using SAS or SQL; create tools that reduce paperwork and errors; document assumptions and specifications clearly.
Apply subject‑matter expertise to evaluate business operations; identify technical solutions that improve performance; consult across operations, provide mentorship, and recommend process improvements. Ensure project deliverables meet department, organizational, and regulatory standards.
Communicate with stakeholders, clients, and collaborators regarding project details and plans. Perform other duties as assigned.
Education Required Bachelor’s Degree
In lieu of a degree, equivalent education and/or experience may be considered.
Education Preferred Master’s Degree in Public Health or a related field.
Experience Required:
At least 4 years of experience designing, developing, generating, and analyzing ad‑hoc/production reports in a healthcare or managed‑care setting.
Preferred:
Experience as a Clinical Data Analyst.
Skills Required:
Ability to develop technical specifications for healthcare measures, including NCQA, HEDIS, CMS, and state standards; advanced SQL and/or SAS skills for analytics and quality assurance; capability to present data appropriately for analysis; aptitude for learning new applications; self‑starter, multi‑tasking, and project ownership; skill in providing recommendations to clients.
Preferred:
Working knowledge of SAS Proc SQL, SAS Macro, and database‑related SAS skills.

This position is located in the Health Equity department. It supports L.A. Care’s Health Equity and Disparities Mitigation initiatives, developing metrics and models that address the health and social service needs of vulnerable communities. By applying data analytics to multiple data sources, the analyst will deliver insights and recommendations to improve health equity and reduce disparities.
