Join the TxDOT Abilene District Team! The TxDOT Abilene District is seeking a Technical Project Manager to serve as the District Environmental Quality Coordinator and Traffic Control specialist. This position provides district-wide leadership and technical expertise for environmental compliance (including SWP3/CGP requirements) and traffic control practices, supporting project delivery from preconstruction through closeout. The Technical Project Manager will work closely with Area Engineers, inspectors, and contractors to ensure regulatory compliance, work zone safety, and consistent application of TxDOT standards across all construction projects. Salary Plan/Grade: Technical Project Manager I: B24 ($65,104.00 - $106,634.00 yearly)

Minimum Salary: $65,104.00

Maximum Salary: $106,634.00

Pay Basis: Yearly

FLSA Status: Exempt

Work Locations: Abilene District Headquarters, 4250 North Clack, Abilene, TX 79601

Travel: Yes, 10% of the time

Position Description: Manages advanced engineering, architectural, or construction projects, providing leadership in planning, oversight and compliance with state and federal regulations. Oversees projects objectives, ensures quality assurance/quality control, and maintains project integrity. Work requires extensive contact with agency management, governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Responsible for leading and/or coordinating oversight of multiple technical projects.
  • Conducts project reviews and inspections with facility inspectors and district/division project managers.
  • Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.
  • Creates documentation procedures to capture and deal with changes in original project plan.
  • Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
  • Inspects construction methods, workmanship, and maintenance procedures to ensure contractors build, install, maintain and repair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contract requirements.
  • Monitors project phasing and traffic control plans and ensure adherence to approved safety standards.
  • Provides technical assistance in resolving construction problems related to contract administration.
  • Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.
  • Trains professional and technical staff.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

  • Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis.
  • Experience: 5 years construction project management; project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent).
  • Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle. May require certification as a Project Management Professional (PMP), Six Sigma Black Belt or one or more change management disciplines.
  • Substitution: Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis.
  • Supervisory Experience: No supervisory experience required.

Other Conditions: This job has been identified as physically demanding and will require a pre-employment physical. This is a Safety Impact position and will be subject to random drug testing. *Please note that the Department of Transportation's Drug and Alcohol Testing Regulation 49 CFR Part 40, at 40.151(e) does not authorize "medical marijuana" under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.

  • Ability to analyze complex information and develop plans to address identified issues
  • Identify project risks and gaps
  • Follow applicable safety standards, practices and procedures
