DPP is seeking an Enterprise Project Manager for an opportunity with our client in Columbia, SC. Work location: Onsite; some potential for flexibility after acclimation Duration: 12 months, with the possibility of extension Terms: W2 contract Candidate location: Open to nationwide candidates.
Position description:
- We are looking for a Project Manager with strong business analysis capabilities to lead and support complex, multi-stakeholder technology projects from initiation through closure.
- The role will ensure clear requirements, well-defined scope, effective communication, and disciplined project execution.
- Objectives include:
- Deliver project outcomes on time, within scope, and within budget.
- Provide expert-level project management to guide planning, scheduling, execution, risk mitigation, and reporting.
- Provide business analysis expertise to define and document requirements, assess impacts, and ensure solutions meet business needs.
- Improve project transparency through accurate documentation, dashboards, and communication to leadership and stakeholders.
Required skills:
- Minimum 7 years project management experience with moderate to high complexity.
- Demonstrated experience in business analysis and process redesign.
- Minimum 5 years' experience managing IT, regulatory, compliance, or enterprise-level initiatives.
- Bachelor's Degree - degree must be complete and verifiable
Preferred skills:
- Simultaneously manage multiple work efforts
- Strong schedule management and resource planning skills
- Ability to identify, map, and re-engineer business processes.
- PMP, PMI-ACP, or comparable certification
Responsibilities: Project Management:
- Lead end-to-end project delivery, including scope, schedule, budget, risk, quality, communication, and resource coordination
- Develop and maintain project plans, RAID logs, communication plans, status reports, and executive updates
- Manage cross-functional teams including internal IT, vendors, SMEs, and agency partners.
- Facilitate work sessions to validate scope, requirements, and deliverables; maintain alignment with sponsors and stakeholders
- Identify risks and issues; recommend and implement mitigation strategies
- Support procurement processes as needed (RFPs, SOWs, vendor oversight) consistent with state and administration procurement standard
- Ensure compliance with agency policies, security requirements, records management standards, and project governance frameworks
Responsibilities: Business Analysis:
- Lead structured requirements elicitation including interviews, workshops, journey mapping, process modeling, and data analysis
- Document clear, testable requirements: business, functional, nonfunctional, user stories, and acceptance criteria.
- Define current-state and future-state processes, workflows, and data flows; quantify KPIs and business value.
- Translate requirements into solution designs in collaboration with architecture, security, data, and infrastructure teams.
- Evaluate build-vs-buy options and support creation of diagrams, models, and integration patterns when required.
Responsibilities: Change Management & Adoption:
- Develop change management and communication plans.
- Coordinate UAT, cutover activities, readiness planning, and post-launch support.
- Support adoption using metrics, user feedback, and continuous improvement loops
