About
This position manages and executes all phases of large water planning projects for Charlotte Water from inception to completion, including programming, planning, design, proposals, contract awards, and implementation. It also serves as a mentor to section personnel and acts as a technical expert both internally and externally. Key Responsibilities
Perform analyses using the Charlotte Water Distribution Hydraulic Model to evaluate projects and changes in the distribution system operation. Prepare and complete technical memos, regulatory reports, and water system surveys as assigned. Conduct routine system evaluations for the water distribution system, including fire flow, c‑factor, valve operation, shutdown testing, and water system pressure monitoring. Coordinate activities with Charlotte Water staff in other divisions and facilitate community partner coordination for projects and studies. Serve as the primary contact for local fire departments regarding water distribution system needs and project-related inquiries. Participate in assigned Charlotte Water committees and task groups. Manage and report on water distribution system studies through task orders and on‑call contracts. Oversee project management activities such as procurement, consultant selection, and completion of consultant‑related administrative duties. Review consultant‑prepared planning reports, technical memorandums, cost estimates, schedules, and contract specifications for technical competency, compliance, consistency, and delivery. Perform other related duties as assigned. Minimum Requirements
Bachelor’s degree in engineering, construction management, or a directly related field from an accredited institution. Five (5) years of related work experience with emphasis on water distribution/sewer collection systems design and construction, and/or commercial/industrial building design and construction. Valid driver’s license. Preferred Requirements
Certification as an Engineering Intern (or ability to obtain certification within one year of hire). Licensure as a Professional Engineer or equivalent credentials in the field of specialty. Knowledge of software applications such as GIS tools, planning applications, and pressurized distribution hydraulic modeling software. Experience with Esri Software Products, Microsoft Products, Trimble Products (e.g., e‑Builder), and water distribution system hydraulic modeling software for building, calibration, and maintenance. Experience in designing and implementing field tests for assessments of a water distribution system (e.g., C‑Factor, isolation testing, or flow testing for model calibration). Skill in summarizing and analyzing large data sets using software such as Excel, Power BI, or Tableau. Ability to learn new software for project management, make technical engineering decisions, develop technical reports, and communicate findings to leadership and stakeholders. Skills and Abilities
Knowledge of engineering methods and techniques related to planning, construction, rehabilitation, and maintenance of infrastructure. Project management knowledge and ability to independently manage projects and project teams. Competence in using Esri, Microsoft, and Trimble products, and presenting data and reports. Strong analytical skills for large data sets and hydraulic modeling. Excellent communication and teamwork skills. Ability to work cooperatively with city employees and the public. Physical Demands
The work is light and requires applying up to 20 pounds of force occasionally to move objects. Physical abilities required include climbing, manual dexterity, grasping, speaking, standing, walking, visual acuity, and routine repetitive motion. Equal Opportunity Statement
