General Characteristics
Works closely with customers, business analysts, and team members to understand business requirements that drive the analysis and design of quality technical solutions. These solutions must be aligned with business and IT strategies and comply with the organization’s architectural standards. Involved in the full systems life cycle and is responsible for designing, coding, testing, implementing, maintaining and supporting applications software that is delivered on time and within budget. Makes recommendations toward the development of new code or reuse of existing code. Responsibilities may also include participation in component and data architecture design, performance monitoring, product evaluation and buy‑vs‑build recommendations. Has experience in systems analysis, design and a solid understanding of development, quality assurance and integration methodologies.
Education and Experience
Minimum of 2 years of programming/systems analysis experience.
Bachelor’s Degree in Computer Science, Information Systems or related field (or equivalent work experience).
Job Responsibilities
Assisting internal and external customers to produce detailed functional requirements of system components to be programmed.
Efficiently programming modules for use in and by the CSAB whether it be a new module or an upgrade to existing functionality.
Providing assistance to community developers to facilitate additional application submissions and build out the shared development community.
Assisting in software configurations as required supporting the organization’s development needs and schedule.
Monitoring and assisting in tuning systems for greatest performance.
Acting as liaison with hosting provider to ensure environment is optimized for application performance.
Providing planning and technical support for migration activities.
Providing assistance to ensure the security of deployed applications.
Providing technical documentation of work performed in standard project team format.
Identifying potential areas where existing applications require change, or where new applications need to be developed.
Performing maintenance activities on current production applications.
Migrating services from the premise based CSAB systems to an Oracle Cloud Infrastructure (OCI) based CSAB system.
Position Requirements
Bachelor’s degree or higher in computer science, information systems, or related field (or equivalent experience).
Three (3) years or more of experience as a program designer and implementer.
Three (3) years or more of experience with the operation and maintenance of enterprise applications, including working knowledge of PHP, XHTML, JavaScript, CSS, SOAP/XML, and PL/SQL.
Must pass background screening and security requirements as described in the RFQ.

Meetings
All meetings will be held either in‑person at 4030 Esplanade Way, Tallahassee, Florida, or via Microsoft Teams or other agreed‑to video conferencing methods.
The Contractor shall meet with the Department within five (5) business days of PO issuance to discuss the services contemplated by this RFQ, Department resources required by the Contractor and timeline of events.
Recurring or progress meetings may be held as necessary. Either party may request such a meeting, subject to reasonable notice. Contractor shall not be entitled to additional compensation for meeting preparation, attendance, or travel.
Reports
Monthly Reports
Submitted by the Contractor and include at a minimum activities worked on, identification of service work hours for each task, and upcoming major activities.
Due to the Department’s Contract Manager by or before the 5th day of the following month at 5 p.m., EST.
Ad‑hoc Reports
Prepare any other reports the Department’s Contract Manager may need on a daily, weekly, or monthly basis, as deemed necessary.
Due within two (2) business days of written request.
Work Hours / Location
Work hours shall be from 8 a.m. – 5 p.m., Monday through Friday, 40 hours a week. Alternate work schedules subject to prior written approval.
Expected to work onsite at 4030 Esplanade Way, Tallahassee, Florida. Telework may be considered with advance notice and approval.
The Contract Manager reserves the right to adjust hours as necessary based on project status or budget.
Timesheets
Submit personnel timesheets evidencing number of hours worked weekly for each employee, with brief explanation of performed work. Timesheet signed by employee and approved by Contractor. Time billed in 6‑minute increments with sufficient detail for audit.
If discrepancy between timesheet and monthly report, Department will prevail.
Timesheets and monthly reports must be submitted within five (5) days of month end.
