About
Job Summary The Windows Applications Administrator provides administration and operational support for Windows‑hosted applications within the DTMO Enterprise Infrastructure. This position manages the full lifecycle of Government Off‑The‑Shelf (GOTS) and Commercial Off‑The‑Shelf (COTS) applications, including installation, configuration, testing, deployment, troubleshooting, updates, logging, and patch management. Serving as a Subject Matter Expert (SME) for supported Windows applications, the administrator provides technical guidance and support to DTMO users and IT leadership. Core technologies include Windows Server, Internet Information Services (IIS), Microsoft SQL Server, and Splunk. The role also includes monitoring the DTMO Passport website and applications during core business hours (0600-2200 ET, Monday‑Friday) and providing on‑call support for mission‑critical incidents outside normal hours. The administrator works closely with DMDC IT System Administrators to resolve infrastructure issues, supports disaster recovery testing, participates in governance processes, and applies ITIL best practices for incident management and root‑cause analysis.
Key Responsibilities
Install, configure, test, deploy, update, and patch DTMO Government Off‑The‑Shelf (GOTS) and Commercial Off‑The‑Shelf (COTS) applications on Windows platforms
Troubleshoot application issues and respond to user inquiries, ensuring timely resolution and system availability
Perform routine application maintenance, including reviewing error logs, diagnosing issues, and implementing corrective actions
Configure user access controls and monitor application stability, performance, and security throughout the software life cycle
Support logging and monitoring tools that capture security events and integrate with DMDC‑approved monitoring systems
Coordinate with DMDC IT System Administrators to resolve infrastructure‑related issues affecting application performance and availability
Provide technical support and guidance to DTMO users, system administrators, and IT leadership
Support external system connectivity, including white‑listing activities, port and protocol configuration, submission requests, and validation processes
Develop and maintain technical documentation, including network diagrams, standard operating procedures (SOPs), and port and protocol inventories
Support Governance Board processes, including preparation of documentation, change request reviews, level‑of‑effort estimates, impact assessments, and stakeholder coordination
Participate in disaster recovery testing to ensure restoration of DTMO enterprise services, including the DTMO Passport website
Restore normal operations following incidents, conduct root‑cause analysis, and apply ITIL best practices for incident and problem management
Monitor production systems and respond to outages within established service‑level requirements, including notifying the government IT manager within 10 minutes of detection
Skills and Experience
Must obtain and maintain a Tier 3 (T3) or higher background investigation
5+ years of experience administering applications in Windows Server environments
Experience supporting Windows‑based applications in enterprise or government IT environments
Strong knowledge of Windows Server operating systems and Microsoft Windows environments
Experience with application installation, configuration, troubleshooting, and lifecycle management
Familiarity with Active Directory, Group Policy, and Windows system services
Experience administering Internet Information Services (IIS)
Understanding of system monitoring, performance tuning, and troubleshooting methodologies
Experience supporting change management, patch management, and system updates in controlled environments
Ability to diagnose and resolve complex application issues in collaboration with infrastructure and development teams
Strong analytical, organizational, and problem‑solving skills
Ability to work effectively within cross‑functional IT teams and federal program environments
Strong written and verbal communication skills, including technical documentation
Education and Certifications Required
Bachelor's degree in Information Technology, Computer Science, Information Systems, or a related field (Microsoft Certified Solutions Associate (MCSA) certification accepted in lieu of bachelor's degree)
Relevant professional experience in systems or application administration may substitute for formal education in some cases
